Council Resolution Presented By Referred o Committee: Date Out of Committee By Date WHEREAS, the City of Saint Paul has made a serious effort in recent years to upgrade and maintain the quality of its rental housing stock through the Certificate of Occupancy inspection program, the provision of rehabilitation loans for multi-family buildings , code enforcement activities including implementation of Minnesota Statutes , Section 290.101, which disallows interest and depreciation deduction for substandard buildings , funding neighborhood organizations, funding advocacy for tenants and seeking to develop innovative methods to provide financing and assistance to ov�m ers of multi-family properties; and WHEREAS, the eff2ctive functioning of many of these programs is frustrated and made more costly by the inability of city staff and citizens to determine without hours and sometimes months of effort who the responsible owner of a buildina is; and L�JHEREAS, the statute requiring recording of conveyance of real property is voluntary in nature; and WHEREAS, the council deems registration of residential rental property ownership information as a minimum necessity for correct owner identification of multi-family rental properties; IT I� T�-�CREFORE RESOLVED: that the Council of the City of Saint Paul supports S.F. 1993 which would allow a municipality to require the registration of all rental {�ousing property located within its boundaries.
