The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improva-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

(b) UPKEEP: If the city has money to spend on wages, we recom�end the hiring
of POLICEMEN. FIREMEN, PARAMEDICS, not on tree trimmers and
Gardeners.

ADVISABILITY AND DESIRABILITY
PROJECT:
Improve LEXINGTON PARKWAY from University Avenue to the Burlington Northern Bridge
just South of Jessamine Avenue (P-0569B) by removing the existing roadway and
grading and paving a new divided roadway with a center island including curb and
gutter, new or refurbished lighting (V-0702) , traffic signals (T-1166) , boulevard
and center island landscaping, bridge deck rehabilitation (B-1099 & B-1100) ,
replacing and relocating sidewalks as needed, replacing drainage facilities and
doing all incidental construction as needed to properly complete this project.
EXISTING CONDITIONS:
Lexington Parkway has a 160' right-of-way. However, the existing walks are not on
the property lines so the width from back of walk to back of walk is 104' from
University to Pierce Butler and varies from 93' to 71' between Pierce Butler and
Jessamine.
The existing roadway was constructed in 1916 to its present 40' width. The pavement
consists of a concrete base with bituminous overlay and concrete curbs. The block
from University to Sherburne was widened with a bituminous pavement in 1978 to fit
the widening South of University.
Lexington Parkway, within the project limits, currently carries a maximum of 16,300
vehicles per day.
There are existing storm sewers in place over the entire length of this project.
The existing pavement is in poor condition and requires a high degree of maintenance.
Overall, Lexington Parkway, within the project limits, is in the poorest condition of
any similar street in the City.
The deck surface on the bridge over Pierce Butler is spalling quite badly necessitating
continual repairs. The deck on the bridge over the Burlington Northern Railway has
a brick wearing surface which is quite broken up and extremely slippery when wet or
frosty; and leakage through the deck is resulting in deterioration of the concrete
and damage to the steel and foundations. The roadway on the latter bridge is only
40' wide.
SPECIAL CONSIDERATZONS:
Lexington Parkway, as its name implies, is part of the City parkway system. As a
parkway, it merits special consideration for aesthetic improvements that would not
be proposed for other roadways. The Parks and Recreation Division of the Community
Services Department supports this project as a step towards making Lexington a
parkway in appearance as well as in name.
The decks of the bridges over the Burlington Northern tracks and over Pierce Butler
Route are proposed to be reconstructed at the same time.

Lexington Parkway in this area is a District Council boundary for Councils 6, 7,
10 and 11.
Because of anticipated neighborhood interest, it was decided to involve the
neighborhood organizations before any proposals were even preliminarily drawn up.
The method of doing this involved securing from each of the four District Councils
the names of two individuals to serve on a committee, which would attempt to
assemble a proposal for Lexington Parkway that would have a fair chance of being
approved by the majority of the District Councils.
The major points recommended by the committee were the inclusion of heavy land-
scaping throughout the project, a landscaped median and, wherever possible,
leaving the sidewalk in its present locations.
City staff then brought the proposals to the District Councils for input. Staff
presented the proposals and answered questions at the neighborhood District meetings
and received from all four District Councils votes of support for the overall concept,
although each District approved a different variation. The results of the four
District votes on the proposals are as follows:

By supporting bicycle accommodations in the roadway, the Districts are in effect
supporting two 27-foot wide roadways, one on either side of the median. Without
the accommodation for bicycles the two roadways would be 24 feet wide each.
On August 20, 1981, the City Council received a petition against the project for
reasons of "traffic and noise pollution." The majority of the signers were
Lexington residents. As a result of the petition another neighborhood meeting
was held December 14, 1981, at the Lexington library with special invitations
delivered to every address along Lexington Parkway in the project area.
Residents at the meeting which was attended by 29 people, were uniformly
unsupportive of the parkway concept and showed interest in some alternative
solutions with an undivided roadway. There was support for a 55-foot wide undivided
roadway which would allow left turn lanes.
The staff recommendations for a 16-foot wide landscaped median and two 24-foot wide
roadways is being submitted as an attempted compromise which we feel addresses
the interests of the District Councils, City staff and the abutting residents.

This project was rated by the CIB Committee number "one" of all the Municipal
State Aid eligible projects proposed for the 1982-83 budget process.
PROPOSED IMPROVEMENTS:
The proposal encompasses total reconstruction of the area including new pavement,
medians, extensive landscaping, concrete curbs and gutters, drainage facilities,
lighting, traffic siqnals, and minimal sidewalk reconstruction and relocation.
The proposal is for two 24-foot wide roadways separated by a 16-foot wide landscaped
median. Left turn lanes will be constructed. The median will be constructed with-
out interruption through every other minor intersection.
Landscaping in the project area is proposed at approximately 40 plantings per block.
These plantings shall be combinations of coniferous trees, deciduous trees, and
shrubs.
In areas where the "green lantern" street lights now exist, they will be refurbished.
These fixtures will be supplemented with extra conventional ornamental lighting at
the intersections in the same manner as presently occurs. In areas where there are
not existing green lanterns, conventional ornamental lighting will be constructed.
The decks of the bridges over Pierce Butler Route and over the Burlington Northern
Railroad tracks will be rehabilitated during this project. Currently, these bridge
deck widths are 44 and 40 feet wide respectively. One of the bridge decks will be
resurfaced and the other totally reconstructed so that both bridges and the roadway
between the bridges will be 44 feet wide after rehabilitation.
ALTERNATIVES:
1. Do nothing. For maintenance reasons this alternative could not be tolerated for
any long period of time, and if the deterioration of the bridges is allowed to
continue, would result in a reduction of permissible loads until such time that
closure of the bridges would be necessary.
2. A Scaled-Down Proposal. It would be possible to prepare other proposals that
would address traffic safety and volume concerns only ssch as a four or five
lane undivided roadway, but these would introduce pedestrian crossing difficulties
by increasing the width.
POSITIVE BENEFITS:
The proposal would eliminate the necessity of repeated patching of the pavement
especially near the gutters. It would also replace the unconfortably narrow 10-foot
wide lanes with 12-foot wide lanes.
It is expected that extensive landscaping will do a great deal toward making the
project area a visually appealing roadway and will be a significant step towards
transforming Lexington into a parkway.
Rehabilitation of the bridges will stop the deterioration now progressing and allow
continued use by all legal loads. Increasing the roadway width, on the bridge over
the railroad, will provide a roadway of constant width over both bridges.

The project is scheduled for construction in 1982. It is expected that if work
is begun as early in the Spring as possible, the project will be completed in
the 1982 construction season.

The total cost of this project is estimated at $2.9 million. Financing for the
project is scheduled as follows:

SUMMARY AND RECOMMENDATIONS:
This project was initiated by City staff with the intent of eliminating one of
the poorest roadways in the City and at the same time developing parkway
characteristics in the project area.
The project has gone through the preliminary design stages with continuous
neighborhood input. The proposal described herein addresses to varying degrees
the concerns of many parties who have different and often conflicting concerns
in the matter. Public Works staff, Parks and Recreation staff, four District
Councils and the residents on Lexington Parkway, have all had some impact on the
project.
The Public Works Department recommends approval of the project as a necessary
street reconstruction project which also addresses the concerns for aesthetics
on street that is part of the City's parkway system. The Department feels that
two 24-foot wide roadways separated by a 16-foot wide landscaped median is a
compromise proposal that best meets the interests of all parties involved.
