BE IT RESOLVED, That the Council of the City of Saint Paul hereby
certifies and approves the action of the City of Saint Paul Board of
Appeals and Review pertaining to the following listed property and as
shown by the Excerpted Minutes of said Board of Appeals and Review,
dated February 9, 1982, and marked EXHIBIT A, and attached hereto and
made a part hereof by reference:

SUBJECT: Request extension of time to complete repairs , as designated in
citT y' s letter of 12/24/81 , because of finaneial hardship . (Work arders
concern electrical wiring and extensive repair work. )

PROCEEAINGS : Ms . Miller stated that she represented Mr. and Mrs. Dreelan,
mentally retarded adults with very limited income , who co-owned the build-
ing with the Wasmundts . The Wasmun dts no longer Iive in the upper apart-
ment and are in process of divorce proceedings . The owners wish to se_I1 ,
but it will be sometime before the title is cleared. The upper unit is
rented out. Because the Dreelans are unable to pay for repairs , and are
ineapable of doing any of the work themselves or of arran ing to have the
work done by others , Ms . Miller has been trying to get a �5000 grant from
the city to get the repairs made .
Frank Staffenson reported that the inspector had been refused entrance to
the first floor unit , but had been admitted to the second floor, which he
found in extremely poor condition. The most urgent situation involved�
the chimney, which was deteriorating and where there was a potential danger
of monoxide fume escape into the apartments . He said he was mindful of the
extenuating circumstances in this case , but strongly recommended that the
city be allowed to take the upstairs rental unit off the market , and to
set a -time limit for repairs and/or sellin� the property , as a condition
of any variance or time extension the board �ight choose to grant.
There followed a discussion of the merits of immediate condemnation and
what effect it would have on the occupants of the property. Under such a
procedure , the occupants would be eligible for relocation assistance and
would automatically go to the top of al1 lists for Section 8 cerfiificates .

- BOARD ACTION: Mr. Tilton moved to grant a time extension for occupancy
o t e irst floor apartment only to August 1 , 1�82 , at which time all
code requirements for the unit must be completed, on condition that the
following items , as designated in the city' s letter of 12/24/81, shall be
completed within 30 days :
Item 24. Enclose all open electrical junction boxes .
Item 26. The east store room is cluttered with cardboard b oxes and
miscellaneous goods . S�tore a11 usable material off of the
floor, dispose of all rubbish. _
Item 36. Chimney cap has loose and cracked mortars . Repair.
Item 37. There is an opening in the chimney flue in the basement.
Seal opening.
Mrs . Collins seconded. MOTION CARRIED AND SO ORDERED.
