the installation of escape iaindows in the two bedrooms of Apt. #20 and
in one bedroom of Apt. #19. The existing windows were deficient in
light and the bedrooms window sill heights were more than 48 inches from
loor level. He said the expense of tearing out brick walls was more
than he could h andle, and it would mean asking the occupants to vacate
in order to do the work, with an attendant loss of rental income. `
Alice Bijjani stated that the three bedroom windows met area requremerits
for escape purposes , bu he living room window in Apt . #19 , and the living
room and two bedroomwindows of Apt. #20 , were somewhat short of light
requirments . '
BOARD ACTION: Rudolph Sawyer moved to grant Yariances af Section 34. 13,
pertaining to sill heights for escape windows , and Sectio. 34. 14, per-
taining to light requirements , to permit continued occup-ancy of Apts . 19
and 20 , on condition that permanent steps be placed beneath each of the '

are deficient , because of economic consid.erations ; also , request time
extension to June 1 , 1982 , for b asement ceiling repairs , because of
difficulty in doing such work during heating season.
APPEARANCE : V. L. Endorf and Douglas Hildreth , parners
PROCEEDINGS : Alice Bijjani reviewed the history of the property. She
sai a variance had been granted to a previous owner on condition that ._
escape windaws be installed. Ms . Bijjani had sent the owner a letter
stating that the escape windows should be placed in the sleeping xooms
of Units #7 and #8, Escape windows were installed and subsequently in- .
spe cted from the outside . The inspector QKd them, not realizing that
the escape windows were placed in the living room of each unit. When
the Cerificate of Occun ancy renewal inspection was made in 1981 , the_._ .
improper location of the escape windows was discovered.
Mr. Endorf said the other windows in each apartment , including those in
the bedrooms , measured 30" X 35' , more than adequate in area for use as
escape windows , but they vere 68" from floor level at sill height. These
were casement windows that opened outward.
BOARD ACTION: Mr. Tilton moved that , assuming the windows in each bedraom
o Apts . and #8 met size and openability rec{uirements of Section 34. 13,
that a variance be granted on sill height , provided that a permanent step
or steps be installed under each window ta achieve a level no more than
48 inches below the sills , and that the steps be a minimum of 18" in width.
Mrs. Collins seconded. MOTION CARRIED AND SO ORDERED.
THE VOTE: Ayes - S Nays - 0 Abstentions - 0
Mr. Endorf said he was withdrawing his request for a time extension on
the repair of the basement ceiling above the boiler. The caretaker has
already made the repairs .
Mr. Endorf then asked that the apartment entrance doors leading into the
stairwells be allowed to remain. They are 1 3/4" oak with ," panels and
decorative glass inserts , very distinctive and in keeping with the archi-
tectural features of the building. He presented-a petition signed by the
- tenants , stating their willingness to assumP the risk inherent in retention
of the original decorative glass in some of the doors rath,er than replacement
- with paneling of wire-glass . Mr. Endorf said there was no objection to auto-
matic door closers .
Ms . Bijjani said one possibility was to apply sheet metal to the existing _
doors and paint them dark brown to blend with the oak wood. Another choice
would be to replace or add to the 4" panel to bring it up to the required
density. Molding could be applied to give it a finished appearance .
The decorative glass could b replaced with wire glass , or wire glass could
be added to the existing glass, which would comply with the housing code.
BOARD ACTION: Nir. Tilton maved that a variance be denied on Section 35 .03,
pertaining to self-closing devices and fire-rated doors , except that , if
the appellants so desire , a variance of the code is granted to permit the
application of quarter-inch wood to the existing cuarter-inch wood panels
in the apartment entrance doors . Mr: Sawyer .seconded. MOTION CARRIED.
