side of Winona between Iiarvard and ��dooc?bury from R-4 to R1-1 for
the purpose of converting a single famil_y ho�ne to a .duplex, the
petition having 3�een certified by the Department of Finance and
P�anage�nent Services on December 4, 1981 as having been consented
to by at least 67% of the owners of the area of the property to be
rezonec�, and further having been consented to by at least tk�o-thir�.s
of the owners of the property situated within 100 feet of the total
contiguous descriptions of real estate held ;�y the same owizer or any
party purchasing any such contiguous property u�ithin one year pre-

petition, and pursuant to Section 107.03 of the Adxninistrative Code,
submitted its recoznmendation to the Planninct Commission that the

Dear Sir:
On January 21 , 1982, the Zoning Committee of the Planning Commission held a
public hearing on this rezoning petition. The applicant was present to
answer questions. There was no opposition to the rezoning at the hearing,
and no correspondence was received. The Zoning Corrrnittee recommended
approval of the rezoning on a vote of 3 to 0.
On January 22, the Planning Commission reviewed the Zonina Committee's
recommendation, and approved the rezoning on a vote of 14 to 0.

This rezoning is scheduled to be heard by the City Council on February �8-,
1982. Please notify me by February 1C1, 1982, if any member of the City

ABSENT: Mme. Summers; Messrs. Armstead, Levy, and Pangal .
The meeting was chaired by James Bryan, Chairman.
CARL BOURMAN #9083) : Rezone from R-4 to RT-1 to permit conversion of a
single fami y house to a duplex at 279 E. I�inona.
The applicant was present. There was no opposition present at the hearing.
Ms. James showed slides of the site and reviewed the staff report with a
r�ecommendation for approval . No correspondence was received on the matter.
Carl Bourman was present to answer any questions.
Hearinq no further testimony, Mr. Bryan closed the public hearing portion of �
the meeting.
Ms. Karns made a motion to recommend approval of the rezoning based on findings
1 through 7 of the staff report. Mr. Lanegran seconded the motion. The motion
passed on a roll call vote of 3 to 0.

D. SITE & AREA CONDITIONS: The site is currently used for a sinqle family residence. The
ot s opes own i to the north. The land behind the site is vacant and publicly owned.
To the north are single family homes and the Riverview School . To the east is a sinqle
family home and Belvidere Playground. To the south and west are sinqle family _and duplex
homes. '
E. ZONING HISTORI(; The property was zoned "A" Residence until 1975, when it became R-4.
F. FINDINGS;
1 . The Comprehensive Plan for St. Paul (Land Use Plan Policy 4.1-5) states : The Citv will
establish criteria to allow sensitive reuse and conversion of existing housing
structures. The criteria will address density, lot characteristics , structural
characteristics , open space, and neighborhood impact. �
2. The minimum lot size per unit under the Zonina Code is 3,000 sq. ft. Applicant's
lot�size is nearly 16,000 square feet.
3. Frontage required by the Code is 50 feet; applicant has 120 feet of frontac�e.
4. Applicant will not be adding to the existing structure to convert to a duplex.
5. Applicant's c�ross living area is as follows: main floor -- 1 ,513 sg. ft. ;
second floor -- 700 sq. ft. ; finished basement -- 800 sq. ft. = 3,013 square feet.
6. Applicant has a single car garage with access on l�linona, and a 2-car qarage with alley
access , for 3 off-street parking spaces.
7. There are open space resources near the site. '
G. STAFF RECOMP�ENDATION: Based on findinqs 1 through 7, staff recommends approval of the
rezoning to RT-1 to permit conversion of this structure to a duplex.
