The applicant was present to answer questions. There was no opposition to the rezoning at the hearing, and no correspondence was received. The Zoning Corrrnittee recommended approval of the rezoning on a vote of 3 to 0. The Comprehensive Plan for St. Paul (Land Use Plan Policy 4.1-5) states : The Citv will establish criteria to allow sensitive reuse and conversion of existing housing structures. The criteria will address density, lot characteristics , structural characteristics , open space, and neighborhood impact. � 2. The minimum lot size per unit under the Zonina Code is 3,000 sq. ft. Applicant's lot�size is nearly 16,000 square feet. 3. Frontage required by the Code is 50 feet; applicant has 120 feet of frontac�e. 4. Applicant will not be adding to the existing structure to convert to a duplex. 5. Applicant's c�ross living area is as follows: main floor -- 1 ,513 sg. ft. ; second floor -- 700 sq. ft. ; finished basement -- 800 sq. ft. = 3,013 square feet. 6. Applicant has a single car garage with access on l�linona, and a 2-car qarage with alley access , for 3 off-street parking spaces. 7. There are open space resources near the site. ' G.
