Committee: Date
WHEREAS, Congress in the Spring of 1989, passed an employment program called the Job Training
Partnership Act Title III Economic Dislocation and Worker Adjustment Assistance Act (EDWAA); and
WHEREAS, the State of Minnesota has designated the City of Saint Paul grant recipient for this
program in the Salnt Paul azea; and
WHEREAS, the EDWAA program will provide employment and training services to Saint Paul area
workers dislocated due to plant closing; and
WHEREAS, the State of Minnesota on December 17, 1999 has committed $765,000 in EDWAA funds
to provide services for 200 former St. Paul Company employees for the period of December 1, 1999 through
December 31, 2000; now therefore be it
RESOLVED, that upon the recommendation of the Mayor, the Councii of the City of Saint Paul does
hereby approve the City's participation in the EDWAA Program for Saint Paul; and be it
RESOLVED, that the proper City of Saint Paul officials are hereby authorized and directed to execute
appropriate contracts for the delivery of employment-related services; and be it
RESOLVED, that the Mayor pursuant to section 1007.01 of the City Charter does certify that there are
available for appropriation revenues in excess of those estimated in the 2000 budget; and be it

The City of Saint Paul has been awarded $765,000 of State discretionary funding to provide Employment and
Training services to 200 workers that have been impacted by St. Paul Company's restrucYuring. Funding in
the amount of $765,000 will be available from December 1, 1999 through December 31, 2000.
Two-hundred (200) workers that have lost employment through St. Paul Company's downsizing will have an
opportunity to receive extensive employment and training services to facilitate reemployment in this local
labor market.
