Be further advised that the owner herein may appeal the proposed assessment to the District Court above named pursuant to the provisions of Minnesota Statutes, 429 . 081 thereof, as amended. The objections are as follows: 1. That the proposed assessment exceeds the special benefits derived from the improvements, that is, that the proposed assessment exceeds the increase in market value to the subject property derived from the project; and 2 .
