The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the licenses held by Liquor Village, Inc. d/b/a Liquor
Village at the above location. This recommendation is based on the following infonmation:
On March 14, 2000 a 19-year old male entered the premises of
Liquor Village at 2289 Ford Parkway as part of a compliance
check. The youug man was able to purchase a six pack of
Michelob Golden Draft without showing any proof of age. Sale
of alcohol to an underage person is a violation of Minn. Stat.
§340A.503, subd. 2(1) and Saint Paul Legislative Code §409.08,
subd. (2)a.
Since this is considered a first violation, the licensing office will recommend a$500.00 fine,
pursuant to St. Paul Legislative Code §409.26.
At this time you have three options on how to proceed:
If you do not dispute the above facts and do not wish to have a public hearing, you will
need to pay the recommended fine for this violation. If this is your choice, you should
make payment directly to the Office of License Inspections and Environmenta3
Protection, Room 300 Lowry Professional Building, 350 Saint Peter Street, Saint Paul,
Minnesota 55102. The letter should be directed to Ms. Christine Rozek. Payment of the

fine will be considered to be a waiver of the hearing to which you aze entitled.

2. Alternatively, if you do not dispute the above facts, but wish to have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the violation and requesting a heazin� by Monday, April 10, 2000. The matter
will then be scheduled before the City Council for a public heazing to determine what
penalty, if any, to impose. You will have an opporiuniry to appear before the Council and
make a statement on your own behalf as to the penalty to be imposed.
If you do dispute the above facts, a hearing will be scheduled before an Administrative
Law 3udge. At that hearing both you and the City will be able to appear and present
witnesses, evidence, and cross-examine the other's witnesses. The St. Paul City Council
will ulti�ately decide the case. Please let me know in writing no later than Monday,
April 10, 2000, how you wish to proceed.
If you have not contacted me by Monday, Apri110, 2000, I will assume that you are not
contesting the facts and wiil schedule this matter for the St. Paul City Council and have it
placed on the Consent Agenda during which no public discussion is allowed and the
recommended penalty will be imposed.

Squad 7G2 was assigned to a liauor compliance detail in the highland Park neighborhood on the above
��a_e- ! was workino wiYh Sgt_ Polyak and utilized a person under the age of 21 years in our attempt to
tes± the compliance of clerics and servers that sell aicoholic beverages in the city of St_ Paul. The
person under 2'1 years reierred to as the undercover (UC) was � 42 and has a DOB of 7-2480. UC
.t42 had been trained by LIEP and the SPPD Vice Unit in how to conduct himseiflherself in this
operation.
:,t �503 hours, we sznt the UC into Liquor Village located at 2289 Ford Parkway. He was instructed to
atterd to purchase a 6 pack of beer onc2 inside. We listened to hislher activity with a body bug
h2!she camed on his person. A few minutes later he/she gave us a signai with the monitor that
in�icated helshe had made a purchase. We went inside aYer he/she met us at the door and
aescnbed vrhat the seiler looked like. He/She aiso gave us the six pack of Michelob Golden Draff and
cnange from the SS bill he was provided with. He/she said the seller was an older male at the cash
register. ; Iccated that person and told him that he had jusi sold the beer to a person that was 19 years
old I gave �ack the beer after it was photogr2phed by Sgt. Polyak. The party did not refute that he
nad sold the beerjust moments ago.
Ttie se!(er was idenlified with his Minnesota DL as: COAN, ROBERT JAMES DOB 12-�6-50. He said
he never checked for ID from the UC. He went on to say: "You realize aIl the IOs I check everyday
and the first 6me I dcn't check, this happens."
T�'�e manager was not present and could not be advised by us in person.

The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the licenses held by Liquor Village, Inc. d/b/a Liquor
Village at the above location. This recommendation is based on the following infonmation:
On March 14, 2000 a 19-year old male entered the premises of
Liquor Village at 2289 Ford Parkway as part of a compliance
check. The youug man was able to purchase a six pack of
Michelob Golden Draft without showing any proof of age. Sale
of alcohol to an underage person is a violation of Minn. Stat.
§340A.503, subd. 2(1) and Saint Paul Legislative Code §409.08,
subd. (2)a.
Since this is considered a first violation, the licensing office will recommend a$500.00 fine,
pursuant to St. Paul Legislative Code §409.26.
At this time you have three options on how to proceed:
If you do not dispute the above facts and do not wish to have a public hearing, you will
need to pay the recommended fine for this violation. If this is your choice, you should
make payment directly to the Office of License Inspections and Environmenta3
Protection, Room 300 Lowry Professional Building, 350 Saint Peter Street, Saint Paul,
Minnesota 55102. The letter should be directed to Ms. Christine Rozek. Payment of the

2. Alternatively, if you do not dispute the above facts, but wish to have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the violation and requesting a heazin� by Monday, April 10, 2000. The matter
will then be scheduled before the City Council for a public heazing to determine what
penalty, if any, to impose. You will have an opporiuniry to appear before the Council and
make a statement on your own behalf as to the penalty to be imposed.
If you do dispute the above facts, a hearing will be scheduled before an Administrative
Law 3udge. At that hearing both you and the City will be able to appear and present
witnesses, evidence, and cross-examine the other's witnesses. The St. Paul City Council
will ulti�ately decide the case. Please let me know in writing no later than Monday,
April 10, 2000, how you wish to proceed.
If you have not contacted me by Monday, Apri110, 2000, I will assume that you are not
contesting the facts and wiil schedule this matter for the St. Paul City Council and have it
placed on the Consent Agenda during which no public discussion is allowed and the
recommended penalty will be imposed.

Squad 7G2 was assigned to a liauor compliance detail in the highland Park neighborhood on the above
��a_e- ! was workino wiYh Sgt_ Polyak and utilized a person under the age of 21 years in our attempt to
tes± the compliance of clerics and servers that sell aicoholic beverages in the city of St_ Paul. The
person under 2'1 years reierred to as the undercover (UC) was � 42 and has a DOB of 7-2480. UC
.t42 had been trained by LIEP and the SPPD Vice Unit in how to conduct himseiflherself in this
operation.
:,t �503 hours, we sznt the UC into Liquor Village located at 2289 Ford Parkway. He was instructed to
atterd to purchase a 6 pack of beer onc2 inside. We listened to hislher activity with a body bug
h2!she camed on his person. A few minutes later he/she gave us a signai with the monitor that
in�icated helshe had made a purchase. We went inside aYer he/she met us at the door and
aescnbed vrhat the seiler looked like. He/She aiso gave us the six pack of Michelob Golden Draff and
cnange from the SS bill he was provided with. He/she said the seller was an older male at the cash
register. ; Iccated that person and told him that he had jusi sold the beer to a person that was 19 years
old I gave �ack the beer after it was photogr2phed by Sgt. Polyak. The party did not refute that he
nad sold the beerjust moments ago.
Ttie se!(er was idenlified with his Minnesota DL as: COAN, ROBERT JAMES DOB 12-�6-50. He said
he never checked for ID from the UC. He went on to say: "You realize aIl the IOs I check everyday
and the first 6me I dcn't check, this happens."
T�'�e manager was not present and could not be advised by us in person.

of Michelob Goiden Draft was photographed and released at the scene.

The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the licenses held by Liquor Village, Inc. d/b/a Liquor
Village at the above location. This recommendation is based on the following infonmation:
On March 14, 2000 a 19-year old male entered the premises of
Liquor Village at 2289 Ford Parkway as part of a compliance
check. The youug man was able to purchase a six pack of
Michelob Golden Draft without showing any proof of age. Sale
of alcohol to an underage person is a violation of Minn. Stat.
§340A.503, subd. 2(1) and Saint Paul Legislative Code §409.08,
subd. (2)a.
Since this is considered a first violation, the licensing office will recommend a$500.00 fine,
pursuant to St. Paul Legislative Code §409.26.
At this time you have three options on how to proceed:
If you do not dispute the above facts and do not wish to have a public hearing, you will
need to pay the recommended fine for this violation. If this is your choice, you should
make payment directly to the Office of License Inspections and Environmenta3
Protection, Room 300 Lowry Professional Building, 350 Saint Peter Street, Saint Paul,
Minnesota 55102. The letter should be directed to Ms. Christine Rozek. Payment of the

2. Alternatively, if you do not dispute the above facts, but wish to have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the violation and requesting a heazin� by Monday, April 10, 2000. The matter
will then be scheduled before the City Council for a public heazing to determine what
penalty, if any, to impose. You will have an opporiuniry to appear before the Council and
make a statement on your own behalf as to the penalty to be imposed.
If you do dispute the above facts, a hearing will be scheduled before an Administrative
Law 3udge. At that hearing both you and the City will be able to appear and present
witnesses, evidence, and cross-examine the other's witnesses. The St. Paul City Council
will ulti�ately decide the case. Please let me know in writing no later than Monday,
April 10, 2000, how you wish to proceed.
If you have not contacted me by Monday, Apri110, 2000, I will assume that you are not
contesting the facts and wiil schedule this matter for the St. Paul City Council and have it
placed on the Consent Agenda during which no public discussion is allowed and the
recommended penalty will be imposed.

Squad 7G2 was assigned to a liauor compliance detail in the highland Park neighborhood on the above
��a_e- ! was workino wiYh Sgt_ Polyak and utilized a person under the age of 21 years in our attempt to
tes± the compliance of clerics and servers that sell aicoholic beverages in the city of St_ Paul. The
person under 2'1 years reierred to as the undercover (UC) was � 42 and has a DOB of 7-2480. UC
.t42 had been trained by LIEP and the SPPD Vice Unit in how to conduct himseiflherself in this
operation.
:,t �503 hours, we sznt the UC into Liquor Village located at 2289 Ford Parkway. He was instructed to
atterd to purchase a 6 pack of beer onc2 inside. We listened to hislher activity with a body bug
h2!she camed on his person. A few minutes later he/she gave us a signai with the monitor that
in�icated helshe had made a purchase. We went inside aYer he/she met us at the door and
aescnbed vrhat the seiler looked like. He/She aiso gave us the six pack of Michelob Golden Draff and
cnange from the SS bill he was provided with. He/she said the seller was an older male at the cash
register. ; Iccated that person and told him that he had jusi sold the beer to a person that was 19 years
old I gave �ack the beer after it was photogr2phed by Sgt. Polyak. The party did not refute that he
nad sold the beerjust moments ago.
Ttie se!(er was idenlified with his Minnesota DL as: COAN, ROBERT JAMES DOB 12-�6-50. He said
he never checked for ID from the UC. He went on to say: "You realize aIl the IOs I check everyday
and the first 6me I dcn't check, this happens."
T�'�e manager was not present and could not be advised by us in person.
sv?r. Coan was advised of ihe complaint proc2ss he was about to undergo. He, along with the six pack
of Michelob Goiden Draft was photographed and released at the scene.
