scheduled for 3:30 p.m., Wednesday, May 10, 2000 in the City Council Chambers, Third Floor,
Saint Paul City Hall and Ramsey Counry Courthouse.
Enclosed are copies of the proposed resolution and other documents which wiil be presented to
the City Council for their consideration. This is an uncontested matter in that the facts
concernang your 1995 conviction on a felony chazge of Criminal Damage to Property and your
1997 convictions for Possession of an Assault Weapon and Assault in the Fifth Degree have not

RE: Application for Taxicab Driver's License
Dear Mr. Strader:
The Office of License, Inspections and Environmental Protection has recommended
denial of your application for a taxicab driver's license. The recommendation is based on the
following:
On July 6,1995 you were sentenced on a felony charge of
Criminal Damage to Property. On 3une 4,1997 you pied guilty
to a misdemeanor charge of Possession of an Assault Weapon
from a March 1, 1997 offense date and Assault in the Fifth
Degree from a May 28,1947 offense date.
Saint Paul Legislative Code § 376.16(e)(4} states that to be eligible to operate a taxicab
an applicant must have no felony convictions in the last five years and no non-trafflc gross
misdemeanor or misdemeanor convictions in the last three yeazs involving the use or threat of
use offorce.
If you do not dispute the above facts, you may withdraw your application at this time.
Altematively, if you do not dispute the above facts, but wish to have a hearing in front of the
Saint Paul City Council to dispute the recommended denial of your license application, you will
need to send me a letter admitting the violations and requesting a public heazing. The matter will
then be scheduled for a pubiic heazing before the City Council to determine the disposition of
your license application. You will have an opportunity to appeaz and speak on your own behalf,
or to have someone appeaz there for you.

hearing before an Administrative Law Judge (AL.n. If you wish to have such a heazing, please

If you have not contacted me by Monday, Apri110, 2000, I will assume that you are
