WHEREAS, the Council of the City of Saint Paul wishes to
protect the public interest and to make the cable communications
franchising process fair to all applicants; now, therefore, be it
RESOLVED, That the following rules governing lobbying and
financial disclosures during the cable communications franchising
process be adopted and remain in effect until the adoption by the
Council of a Request for Proposals:
1. Commencing September 1, 1982, and every month thereafter
until the adoption of the Request for Proposals, all filings, with
the exception of lobbyist registration, shall be made with the
City Clerk.
2. All filings shall cover the time period extending from
seven days prior to the last reporting date to seven days prior
to the current reporting date; however, filings made on September
1, 1982 shall encompass the period extending from August 1, 1982
through August 26, 1982.
3. For the purposes of this resolution, the following defi-
nitions shall apply:
a. "Contacts" shall mean any substantive discussions
with respect to the cable communications franchising
process.
b. "Potential applicants" shall mean those groups or
entities, including but not limited to, corporations,
associations, partnerships, and cooperatives, which

file with the City Clerk a letter of intent
through which they express their interest in
the cable communications franchising process
for the City of Saint Paul. Any group or
entity which has such an interest shall file
the aforementioned letter of intent.
4. All requests by potential applicants for informa.tion from
the Cable Communications Staff Task Force and other City staff
shall be through the City' s Cable Communications Officer.
5. Council members and their aides and the Cable Communica-
tions Officer shall file the following disclosures:
a. A statement of financial interest in a potential
applicant or affiliated firm;
b. A statement of any potential conflict of interest
arising from professional or personal affiliation;
c. A list of contacts with lobbyists, potential
applicants, and their spokespersons.
6. Potential applicants shall file the following informa.tion:
a. A letter of intent;
b. Names and addresses of lobbyists and of persons
who will be speaking on its behalf;
c. All transfers or agreements for future transfers
of stock options, cash, property or other consid-
erations or inducements on the part of applicants
or affiliated persons or entities;
d. All expenses incurred in seeking the franchise
award, including but not limited to, lobbying,
public relations, marketing, advertising,
research, salaries, legal fees, personal
service agreements, contracted services, and
donations or gifts to local individuals,
groups or institutions.
7 . All campaign contribution informa.tion shall be filed as
provided in Chapter 28 of the Saint Paul Legislative Code.

8. All lobbyists shall register with the City Clerk by pro-
viding the following information:
a. Name and address;
b. Principal place of business;
c. Name and address of each person, if any, by
whom the lobbyist is retained or employed or
on whose behalf the lobbyist appears;
c1. If the lobbyist lobbies on behalf of an
association, the names and addresses of
officers and directors.
Such registration shall be made within five days of adoption of
this resolution or within five days of the date the person becomes
a lobbyist.
9. All lobbyists shall file a list of contacts with Council
Members and their aides and the Cable Communications Officer.
