WHEREAS, The Mayor pursuant to Section 10.07.1 of the Charter of the City of
Saint Paul, does certify that there are available for appropriation total
revenues in excess of those estimated in the 1982 budget; and,
WHEREAS, Council File 277510, adopted October l, 1981, did establish certain
Special Fund Policies; and,
WHEREAS, The Mayor recommends that the following additions be made to the 1982

Increase the 1982 Budget for the Department of Community Services, Division of
Manpawer Programs by $1,000,000 in grant revenue and $10,000 in estimated
interest earned to be applied to the program. Of this money; $965,000 is to be
subgranted to I.S.D. ��625. The balance is to be transferred to the CETA Ac3minis-
trative Activity to cover in-house expenses related to the project.

Dear George:
It is with great pleasure that Z convey to you the decision by the
Directors of The McKnight Foundation to approve the Work Opportuni-
ties Project as presented by the Cities of Minneapolis and Saint Paul
on February 3, 1982 (grant of $2,000,000 with Minneapolis and Saint
Paul each receiving $1,000,000) .
Our check in the amount of $100,000 is enclosed and represents an .
initial payment towards the $1,000,000 commitment to the City of
Saint Paul. It is our unde�standing that the project will be admin-
istered in Saint Paul by the City of Saint Paul, Division of Tianpower .
Programs in cooperation with Independent School District iVo. 625. We
also realize that the total plan, as projected in the concept paper,
D might be amended from tiiae to time, and that there may be changes in
the projected budget. Should there be major changes in the plan or
in the budget, we would like to be notified before such chanoes occur.
Would you acknowledge receipt of this initial grant payment and adhere
to the reporting and evaluative conponents of the plan. It is an
understanding that a plan for grant paynents will be presented to us
and that all funds held for disbursement will be in interest-bearing
accounts with all principal and interest to be used for t Wo k
Opportunities Program. --�
We are extre�ely grateful to you and �tayor pon Fraser of �Iinneapolis,
and to your staffs for the efficient follow-through and quick response
in developing this program. We trust that this emergency job plan will
assist those people in the Tw in Cities who are in dire need of economic
assistance.
