FURTHER RESOLVED, the Council of the City of Saint Paul does hereby approve �
funding for the City' s Citizen Participation District Councils for the period of
July 1 , 1982 through June 30, 1983. Adoption of this Resolution hereby incorporates
the Community Development Block Grant and General Funds nrovided to the City' s
Citizen Participation Districts for the interim period of July 1 , 1982 through
July 31, 1982, by Council Resolution #278922. Funds are to be provided from the
City' s General Fund and Community Development Block Grant Year VIII Program in the
amounts as specified below:

Dear Council President Tedesco and all other members of the City Council :
I am transmitting the buuget requests from the District C�uncils for
citizen participation activities for the period beginning July l, 1982
and ending June 30, 1983 for City Council review and action. Included,
also, are recommendations and a report from the CD staff, summary sheets
of '82-'83 requests, '82-'83 recommendations and '81-'82 budget amounts.
The non-CDBG-eligible districts began July, 1981 with a total of $73,�40,
but this amount was cut by 8% in January, 1982. �Fhe General Fund amount
for '82-'83 retains that 8% reduction with $67,932 being the total .
The total amount allocated for CDBG-eligible districts for citizen
participation is $300,000. This represents no change from previous
years.
7ne Di str��ct Counc��1 's �or�am has establ�i�hed a commi��tee to recommend a
distribution formula for citizen participation funds. The staff shares
my feeling that such a recommendation will be helpful to a11 of us in
the future.
I trust that the attached information will assist the City Council in
its deliberation regarding funding for citizen participation activities.
Since the funding year for District Councils begins July 1, 1982, I hope

Funding for Citizen Participation Districts
Enclosed, for your review, are the requests from District Councils for
funding citizen participation activities beginning July 1, 1982 and ending
June 30, 1983. Also included are our recommendations, a summary sheet of
the District Council requ�sts and a summary� sheet of the '81- '82 budget
amounts.
Before making our recommendations, we established the following objectives:
1. to maintain a funding base for C.P. �Jistricts;
2. to assure a level of support, that although lean, was not totally
debilitating; and
3. to begin the process of narrowing the funding disparities among districts.
Non-CDBG-eligible Districts
These distric:ts beyan the '31-'82 budget year wi �r� a total o� $73,8�0 f'ram
the General Fund. In January 1982, they were all cut 8% for the last five
months of the budget year. The total recommended from the General Fund
for '82-'83 is $67,932, representing an 8% reduction from the beginning of
'81-'82 budget year.
It is our view that an across-the-board percentage reduction continues the
inequities and erodes the base of support to an undesirable extreme in the
non-CDBG-eligible districts.
The 8% cut in $ terms is $5,908. One alternative we suggest to maintain a
reasonable base of support for the non-CDBG-eligible districts is to reduce
the $8,000 allocated to District 2 from General Funds by 15% ($1,200) and
to reduce Districts 1, 14 and 15 by 8% ($3,536} and to split the difference
remaining ($1,172) between Districts 10 and 16, subtracting $586 from each. '
District 2 receives $14,500 from CDBG - they have a profit-making newspaper
and have an agreement with Parks & Rec for use of PJokomis School which
permits them to rent space to other groups.

CDBG-eliqible Districts
The adopted Community Development Block Gran�: Year VIII Program continues
the allocation of �300,000 for Citizen Participation activities from
July 1, 1982 - June 30, 1983.
tde recommend increasing Districts 5 and 11 by �1,000 each. We are in
support of Snelling-Hamline's requ�st for a $900 increase, but after checking
the District 13 Consortium agreement regarding distribution of funds in
District 13, it appears that we cannot separate out Snelling-Hamline.
On June 2, 1982, the District Councils' Forum formed a committee to recommend
a distribution formula for Citizen Participation funds. We look forward to
receiving this committee's recommendations. Unfortunately, the committee's
work has just begun so it will be sometime in the future before their
recommendation is ready.
As you know, the City Council will need to act on the C.P. budgets by
July l, 1982. We anpreciate your attention and hope that your transmittal
to the City Council can b2 delivered in time for inclusion on the City Council
agenda June 15, 1982.
