Whereas, the Mayor, pursuant to Set�ion 10.07.1 of the City Charter, does certify that there
are revenues available for appropriation in excess of those estimated in the 1982 budget; and
Whereas, Council File 277510, adopted October 1, 1981, did establish certain Special Fund

Whereas, the Mayor recommends the following changes be made to the 1982 budget:

Dear Dick:
In closing out our books for this year we discovered
that the City did not expend the �ull amount of the
grant awa��ded to Saint Paul for its garticipation in the
�:egotiated Investment Strategy project. Our direct ex-
. p�nditures were less than projected.
� By this l�tter I am requesting that Saint Paul be per-
mitted to retain the unexpended $2 , 500 balance and to
� apply it to a small project at some point in the future .
' Typically, we have a number of special and urgent project
� requests which cae cannot respond to because of our pre-
programmed budget structure.
If it is agr�eable with yau, we would retain this balance
until it can be effectively used for a new project, in-
forming you by letter in advance what our intention� are.
I� I do not hear from you I will assume these arrar�ge-
ments are satisfactory. Again , thanks for all of your
help ar.d the ongoing interest of the Foundation in
Saint Paul.

In July I wrote to you regarding the small outstanding
' balance remaining in our Negotiated Investment Strategy •
project fund and requesting that St . Paul be permitted
� to retain the remaining $2 ,500 for a special project re-
quest of which we would notify you in advance . That is
�
the purpose of this letter .
We intend to use the balance to launch St. Paul ' s Local
Self-Reliance program, beginning with a one-day seminar/
� neighborhood work session with David Morris from the
� Institute of Self-Reliance. Since last fall City staff
� have been struggling with a new initiative to fully engage
the neighborhoods, City employees, and community organ�.za-
tions in citywide, cooperative self-reliance programming.
The remaining funds will be expended for this program.
This is a priority project which desperately needs seed
money to get started and which offers some hope to find
new and effective ways of dealing with the recent budget
cutbacks.

A budget will be established to carry out the intent of the Dayton Hudson foundation's
contribution to the City. This intent is to provide flexible funding for a special
project that would not be eligible for other financing.
