WHEREA5, the Joint Courthouse and City Hall Commission has
reviewed and studied various alternative plans to provide better
pedestrian and/or skyway access to the City Hall and Courthouse
for persons using its public facilities; and
WHEREAS, the Joint Courthouse and City Hall Commission has
approved Plan C because it provides the most feasible and useful
public access to City Hall, and is architecturally sound and
will not destroy the beauty or the integrity of the Courthouse
building; and
WHEREAS, the expenditure of public funds by the Port Authority
of the City of Saint Paul will benefit the public and community
at large, and will achieve a public purpose; and
WHEREAS, the Joint Courthouse and City Hall Commission has
recommended that the City Council and County Board approve said
Plan C and take all necessary action to implement its provisions;
now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul accepts
the recommendation of the Joint Courthouse and City Hall Commission
and hereby approves Plan C, and recommends the Mayor instruct all
appropriate city officials to take the necessary steps to imple-
ment the provisions of Plan C in accordance with its terms.

WHEREAS, The Joint Courthouse and City Hall Commission has reviewed and
- studied various alternative plans to provide better pedestrian and/or skyway
access to the City Hall and Courthouse for gersons using its public facili-
ties; and
WHEREAS, Plan C provides the most feasible and useful public access, and
� links the building with other immediately adjacent buildings and in the near
future with the remainder of downtown Saint Paul through the Skyway System; and
WHEREAS, The Joint Courthouse and City Hall Commission believes that the
proposed plan is architecturally and aesthetically sound, and will not destroy
the beauty or the architectural integrity of the Courthouse building; and
WHEREAS, Such expenditure of public funds involved herein will benefit
the public and the community at large, and is for a public purpose; Now, There-
fore Be It
RESOLVED, That the Joint Courthouse and City Hall Commission hereby approves
Plan C, and recommends to the Council of the City of Saint Paul and the Board of
Commissioners of Ramsey County that necessary action be taken to implement the
skyway bridge and connection encompassed within Plan C which is annexed hereto
and made a part hereof by reference.

public and the community at large, and is for a public purpose; Now, Therefore, Be
It
RESOLVED, That the Board of Ramsey County Commissioners hereby r.atifies the
action of the Joint Court House & City Hall Commission approving alternate Plan C
and recommends that the necessary action be taken to implement this pedestrian
skyway connection encompassed with Plan C which is annexed hereto and made a part
hereof by reference; and Be It Further
RESOLVED, That it is understood that no funding will be required from the County
of Ramsey for the skyway connection or modifications to the Court House and City
Hall Building, resulting from the construction and installation of the skyway system.
