Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the City of Saint Paul received title to the Gillette Hospital site from the State of Minnesota pursuant to special legislation, Mir�nesota Laws 1979, Chapter 25, and WHEREAS, the law requires that if the City sells any portion of the site for development, any amount of sale proceeds in excess of legal, administration and demolition costs must be returned to the State's General Fund, and WHEREAS, the City of Saint Paul has incurred total administrative and demolition costs of over $200,000, and WHEREAS, on April 29, 1980, the City Council designated the site for conversion to passive park, but retained the West Wing building for future development, and WHEREAS, in July, 1980, all of the Gillette Hospital buildings were demolished, except the West Wing, and WHEREAS, the Saint Paul Heritage Preservation Commission added the West Wing building to its list of Historic Sites in September, 1980, on the recommendation of the District 5 Planning Council, and WHEREAS, in July, 1980, the Saint Paul Police Federation expressed an interest in developing the West Wing as office, classroom and recreation space for various law enforcement organizations, and WHEREAS, the District 5 Planning Council supported the Federation's proposal, and WHEREAS, at its meeting of November 20, 1980, the City Council's Committee on Development and Transportation directed the Department of Community Services to negotiate a long-term lease with the Police Federation to implement the proposed development, and WHEREAS, a long-term agreement was executed by the Department of Community Services requiring the Federation to perform within a six month period, and COUIVCILMEIV Requested by Department of: Yeas Nays Hunt Levine [n Favor Maddox McMahon B snowaiter - __ Against Y Tedesco Wilson Form Approved by City Attorney Adopted by Council: Date — Certified Passed by Council Secretary BY - By Approved�by ;�tavor: Date _ Approved by Mayor for Submission to Council BY - — — BY — WHITE - CITY CLERK PINK - FINANCE n �►�y2� CANARY � DEPARTMENT G I TY OF SA I NT 1 �U L COUIICII BLUE - MAYOR File N . � Council Resolution Presented By Referred To Committee: Date Out of Committee By Date -2- WHEREAS, in correspondence dated September 29, 1981, the Police Federation notified the Department of Community Services that the Federation was no longer interested in developing the West Wing due to excessive rehabilitation costs, and would not be able to fulfill the terms of the lease agreement, and WHEREAS, expenses for on-going security and maintenance of the West Wing continue to occur and have been paid by the HRA, and WHEREAS, the West Wing has no heating plant, will continue to deteriorate and will add to maintenance expenses, and WHEREAS, the Parks Division has determined that the Gillette site is not needed to add to the City's parkland, and WHEREAS, the Gillette site represents a large tract of land suitable for housing development, and WHEREAS, in recognition of these factors, on October 20, 1981, the City Council directed the Parks Division to redetermine park area needs and then join with PED staff to pursue a mixed-used development option with the District 5 Plnning Council and other interested community groups to develop the entire site for passive park and market rate housing units, and WHEREAS, the City Council further directed the staff of PED and the Parks Division to begin the process to demolish the West Wing building through the Historic Preservation Commission and the District 5 Planning Council, and WHEREAS, at its October, 1981, meeting the District 5 Planning Council established a special Task Force of the Gillette Hospital site to review mixed-use development options for the site, and WHEREAS, at its November 12 meeting the Heritage Preservation Commission reviewed the status of the Gillette site and the new direction given by the City Council to demolish the West Wing, and COUNC[LMEN Requestgd by Department of: Yeas Nays Hunt Levine In Favor Maddox McMahon B showalter __ Against Y — Tedesco Wilson Form Approved by City Attorney Adopted by Council: Date Certified Yassed by Council Secietary BY B� -- Approved by :Vlavor> Date _ Approved by Mayor for Submission to Council BY - — — BY — � WHITE - CITY CLERK ������ PINK - FINANCE TT CANARY'- DEPARTMENT G I T Y O F S A I N T �� �} L COURCII 4( BLUE - MAYOR File N . Council Resolution Presented By Referred To Committee: Date Out of Committee By Date -3- WHEREAS, at its December, 1981, meeting the Heritage Perservation Commission took action to clarify its position with respect to the demolition of the West Wing, which is: That PED staff define the design and economic feasibility of reuse options including the rehab of the West Wing, that the City and the District 5 Task Force examine these options, that the City advertise the options for a 90 day period, and that the City give the project priority for application of creative financing techniques, and WHEREAS, the District 5 Special Task Force, on the Gillette site met on November 9, December 1, and January 7, to consider several development options for the site, and WHEREAS, on January 25, 1982, the Special Task Force adopted its final recommendation for reuse of the Gillette site, which is that its primary interest in using the 13.2 acres of the Gillette site is for parkland. If, however, the City Council deems it essential to use a portion of this land for housing, the following parameters are recommended as development controls: 1. Develop housing for the elderly - for individuals 50 years or older. 2. Utilize no more than 5 acres of the site for housing and that area should be immediately north of the West Wing. The remaining 8.2 acres should be preserved for parkland. 3. Build no more than 120 total units. 4. Council Resolution Presented By Referred To Committee: Date Out of Committee By Date -4- the West Wing and the remainder for use as open space is an appropriate disposal of the Gillette site; and the most appropriate reuse of the Gillette site to be to use 5 acres directly . north of the West Wing as a housing site for 120 units of housing aimed at the empty-nester households.", and WHEREAS, on March 26, 1982, the full Planning Commission adopted the recommendation of the Housing Committee, and WHEREAS, the consensus of all groups, Parks Division, District 5 Planning Council, Planning Commission and Heritage Preservation Commission, on an acceptable compromise for development of the entire Gillette site is no more than 120 units of market-rate, empty- nester housing on no more than 5 acres of the site directly north of and including the West Wing, combining new construction with rehabilitation of the historic West Wing building, and WHEREAS, to comply with the conditions placed on demolition of the West Wing by the Historic Preservation Commission, the next step would be to advertise a 5 acre portion of the site in accordance with the suggested development controls for a 90 day period, and WHEREAS, in the event that no acceptable development proposals result from advertise- ment, then a demolition permit could be pursued with the Historic Preservation Commission, THEREFORE, BE IT RESOLVED: 1. That the entire Gillette Hospital site is not needed for parkland, and 2. That the Gillette site represents a large tract of land suitable for housing develop- ment, and 3. Begin the process to transfer title of the 13.2 acre site from the City to the Housing and Redevelopment Authority for disposition of the site for open space and housing development, 2. 'Take necessary action to solicit proposals from developers to dispose of the site in accordance with the recommendations for housing use of the Planning Commission and the District 5 Planning Council, 3. Prepare development controls to guide the advertisement of the site to restrict development to using no more than 5 acres for housing immediately to the north and including the West Wing building, using the approximately 8.2 acres remaining for open space, constructing no more than 120 owner-occupied housing units for "empty-nester" households, and including the rehabilitation of the historic West Wing building in the comprehensive development scheme for the site, 4. Consult with the District 5 Planning Council and interested developers to determine the specific design and location of the proposed mixed-use development.
