WFIEREAS, 200�InazItS� the 150th anniversary of the "Crrand Excursion," an event that captured the interest of
the entire country, bringing 1200 notabie visitors to Saint Paul in a magnificent steamboat flofilla; and
Wf�REAS, three months befare the Grand Excursion, in Mazch of 1854, Saint Paul was incorporated as a city,
and one of the first acts of the city council was to prepaze for the Grand Excursion by issuing a resolution urging
"every citizen of Saint Paul ... to do a11 in (their) power ... to do something towazds establishing the good name
of our infant city," and
WIIEREAS, the Grand Excursion was an unparalleled media ea�travaganza that involved every major news
organization of the time and brought initial fame and foriune to Saint Paul and began positioning the region as a
dominate force in the country's development; and
WHEREAS, the good results of the Excursion came back to the communiry in a thousand ways for many years;
and
WHEREAS, Saint Paui has most significanfly improved its station since these past one hundred and fifty years,
and is daily planning and implementing more improvements to our economy, our ecology and our community;
and
WHEREAS, a Celebration in remembrance of the Grand Excursion can again attract national publicity and
acclann to Saint Paul and the Upper Mississippi Valley, showcasing it as a great place to live, work and play;
now therefore be it
RESOLVED, that we hereby commit to do a11 in our power to plan and prepare far a Grand Celebration in 2004,
the 150th anniversary of the Grand Excursion and the 150th anniversary of the incorporation of the City of Saint
Paul; and be it further
RESOLVED, that in earnest pzepazation for this Grand Celebration, we begin now with fervent good works to
prepare and make lmown the nahxral beauty and resources of Saint Paul and to celebrate our recent
accomplishments in reclaiming our riverfront and revitalizing our community; and be it fiirther
RESOLVED, that in 2004, upon the occasion of the Grand Excursion's Sesquicentennial, we will celebrate in
memory of that grand and glorious event with a flotilla of steamboats and the firing of cannons and with banners
and gazlands; and be it further

RESOLVED, that the Saint Paul Riverfront Corporation, in cooperation with the Saint Paul Convention and
Visitors Bureau, Saint Paul Area Chamber of Commerce and Capital City Partnership, is asked to play a
leadership role in plamiing and executing this Crrand Celebration so that Saint Paul will be well prepared for the
national spotlight that will fall upon that event and our multifarious accomplishments; and be it fmally

, ary cities of the Upper Mississippi River Valley to focus
their planning and 'unplementation of community revitalization, environmental activities, tourism and recreation
