RE: APPOINTMENT OF MARY SCHWEIGER McNELLIS
Over the last two years, Mary Schweiger McNellis has played
an increasingly central role in Saint Paul 's intergovern-
m�ntal affairs efforts. This past year, Mary worked full
time on our state legislative program. Typically, this
function has rested in the Mayor 's Office , with the staff
per son working directly with the City Council 's Legislative
Committee on policy and legislative program decisions.
The attached resolution appoints McNellis to an Administrative
Aide III position and transfers her from the Department of
Planning and Economic Development to the Mayor 's Office on
a full-time basis. I �ask your support on this mayoral appoint-
ment . A copy of McNellis' resume is attached and, as you can
sea, she has had considerable governmental experience. More
importantly, she has demonstrated her capabilities as a trusted
and skilled professional in Saint Paul City Government.
�'inally, I have spoken with most of you about the necessity
of beefing up our overall intergavernmental affairs/revenue
raising efforts. Considering the serious problems created
through the recent federal and state cutbacks, this is an area
�ahere the City must make a greater staff investment if we are
to deal with current budget -problems. In the near future,
the �ity Council will be receiving a second mayoral appointment
for review. The second position will also be an intergovern-
mental affairs staff position and will be half funded by the
riayor 's Office budget and half funded by the Saint Paul Port
Authority.
