1 WHEREAS, Congress in the Spring of 1989, passed an employment program called the Job Training
2 Partnership Act Title III Economic Dislocation and Worker Adjustment Assistance Act (EDWAA); and

WHEREAS, the State of Minnesota has designated the City of Saint Pau1 grant recipient for this
program in the Saint Paul area; and
9 WHEREAS, the EDWAA program will provide employment and training services to Saint Paul area
10 workers dislocated due to piant closing; and

13 WHEREAS, the State of Minnesota on April 12, 2000 has committed $1,525,000 in EDWAA funds to
14 provide services for 400 former Quebecor Printing employees for the period of April 1, 2000 through March
15 31, 2001; now therefore be it

18 IiESOLVED, that upon the recommendation of the Mayor, the Council of the City of Saint Paul does
19 hereby approve the City's participation in the EDWAA Program for Saint Paul; and be it
20

22 RESOLVED, that the proper City of Saint Paul officials aze hereby authorized and directed to execute
23 appropriate contracts for the delivery of employment-related services; and be it
24

26 RESOLVED, that the Mayor pursuant to section 10.07.1 of the City Charter does certify that there aze
27 available for appropriation $1,525,000 in revenues in excess of those estimated in the 2000 budget; and be it

Employment and Training services to 400 workers that have been impacted by the 6luebecor Printing
plant closing. Funding in the amount of $1,525,000 wiN be available from April 1, 2000 through
March 31, 2001.
ADVANTAGES iF APPROVED:
Four-hundred (400j workers that have lost employment through the Quebecor Printing plant closing will
have an opportunity to receive extensive employment and training services to facilitate reemployment
in this local labor market.
