JOINT PURCHASING AGREEMENT
THIS AGREEMENT, is made and entered into ttus day of , 2000 by and
between the City of Saint Paul (the City) (Ramsey County, Minnesota) and the Public Housing
Agency of the City of Saint Paul (PHA) (Ramsey County, Minnesota).
WI�REAS, the City of Saint Paul and the PHA, pursnant to the provisions of Minnesota
Statutes 471.59 are authorized to enter into an agreement to exercise jointly the governmental
powers and functions each has individually; and
WHEREAS, the City of Saint Paul and the PHA desire to combine their purchasing
functions as specifically provided below for the purchase of equipment, materials, services, and
supplies to secure more favorable prices and conditions;
NOW, THEREFORE, IT IS HEREBY AGREED, by and between the parties hereto as
follows:
1. The City of Saint Paul shall, pursuant to the procedures set forth in the Saint Paul City
Charter and applicabie State Statutes, make joint purchases for both the PHA and the City of Saint
Paul of whatever same or similat equipment, materials, services, and supplies are authorized and
requested by both the City and the PHA.
2. Each party shall make payment directly to the vendor according to established
procedures.
3. Neither parry shall assume any responsibility for the accountabiliry of funds expended
by the other or the issuance of a purchase order by the other party.
4. Each party shall be separately accountable for its own expenditures of public funds
made hereunder.
5. The City shall indicate in its contract documents whether the contract is authorized for

use by the PHA. The PHA will be responsible for communicating directly with holders of such
contracts on all matters pertaining to its use of the contracts, inciuding , but not lixnited to, placing
orders, invoicing and delivery and performance, with no responsibility or accountability for such
transactions falling upon the City.
6. The City may charge the PHA for the costs associated with the shared contracting process
process as provided for in a separate Letter of Understanding. Other conditions related to the
performance of the services described herein, which may change from Ume to time, are included
in the sepazate Letter of Understanding which is incorporated by reference.
IN WITNESS WHEREOF, the City of Saint Paul and the Public Housing Agency of the City
of Saint Paul have executed this agreement the day and year first above-written.
