WHEREAS, the Common Sense Economics Report prepaxed by the St. Paul Area
Chamber of Commerce recommends local government financing alternatives
to alleviate pressures to increase property taxes, and
WHEREAS, the intent of the Common Sense Report recommendations focus both
on the importance of private and public sector cooperation and specific
program areas of potential savings in order to maintain St. Paul's
competitive position as a viable and desirable community in which to live,
and
WHEREAS, the Report represents a first step effort and is contingent upon
on-going dialogue between all principal parties concerned about the issues
addressed in the Report and other financial and service issues of common
concern, and
WHEREAS, in order to facilitate on-going dialogue and to develop action
strategies on the recommendations researched and identified in the report,
as well as other issues as they may develop, the Chamber has secured
foundation grant monies to hire a professional human development organization
for the Phase II effort of the Common Sense Economics Program,and
WHEREAS, the Chamber is prepared to contract with the Institute of Cultural �
Affairs (ICA) and thereby utilize their LENS (Leadership Effectiveness
and New Strategies) Participation System in order to facilitate each 20 hour
action strategy session, now therefore be it
RESOLVED, that the City of St. �aul both supports the need to continue
discussions on the Common Sense Economics Report and agrees to fully
participate with City Council and administration staff representation, among
others, in Phase II of the Common Sense Economics for St. Paul Program.
