THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Chapter 310 of the St. Paul Legislative Code is hereby amended by adding a new section, Section 310.16, to read as follows: "310.16. License fees, annual increase. That effective on January 1 of each calendar year, all license fees, except intoxicating and non-intoxicating liquor license fees, shall increase by the percentage increase in the budget for the Division of License and Permit Administration of the Department of Finance and Management Services. Prior to November 1 of each year, the Director of Finance and Management Services shall file with the City Clerk a notice of the percentage increase, if any, in license fees, excepting intoxicating and non-intoxicating liquor license fees." Section 2. This ordinance shall take effect and �e in force thirty (30) days from and after its passage, approval and publication.
