Referred To Committee: Date Out of Committee By Date RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESQTA APPROVING AND AUTHORIZING THE FILING OF AN APPLICATION FOR AN URBAN DEVELOPMENT ACTION GRANT (UDAG) FOR ENERGY PARK PHASE 2 WHEREAS, the City of Saint Paul is embarked on a major development project of energy-related and energy-efficient light industry, commerce and housing, known as Energy Park; and WHEREAS, the Energy Park Project has been reviewed and approved by the Planning Commission and the Capital Improvement Budget Committee; and WHEREAS, the Master Plan for the Energy Park has been approved and adopted by the City Council ; and WHEREAS, it has been determined that addi�ional financial assistance is necessary to ensure the success and completion of this project; and WHEREAS, the City of Saint Paul has been determined, by the Department of Housing and Urban Development, to be eligible for assistance under the Urban Development Action Grant (UDAG) Program; now, �herefore be it RESOLVED, that the Council of the City of Saint Paul does hereby approve the filing of the Application for an Urban Development Action Grant for the second phase of the Energy Park project, for the activities and purposes therein proposed; and be it FURTHER RESOLVED, that Mayor George Latimer, as Chief Executive Officer of the City, is hereby authorized and directed to submit said application to the U.S. Department of Housing and Urban Development in such form as prescribed by the regulations, and to execute and submit to the Department any assurances, certifications, or additional information that may be required by the Department during their review of the City's application for Federal Assistance. Kellogg Blvd. St. Paul, M N 55102 Re: Public Hearing on Energy Park II UDAG Dear Mayor Latimer, Please enter the following in the official record of the public hearing on Energy Park II UDAG. District 11 Coalition, the Hamline-Midway neighborhood organization, has serious concerns regarding the authorization of further federal funds for the Energy Park development. :f1e supported the original concept, ideas and principles of Energy Park as presented to us. However, as the project has evolved it is clear to us that the problems the neighborhood identified have not been adequately addressed, nor solutions identified or funded. The problems District 11 has identified include excess traffic, inadequate parking, inadequate rec- reational facilities, non-affordable housing and unresolved pollution of groundwater. Furthermore, District 11 has opposed the use of tax increment fi- nancing for Energy Park because the development will add many additional pevple to our area and add increased use of city services, yet the increase in taxes of Energy Park will not be used to expand the services but will instead be used to pay bac}� the boncis. District 11 also believes that the concept of innovative energy conservation as originally proposed is not happening in Energy Park and that the development is turning into another Port Authority industrial park. For example, one of the developments that will occur in the second phase of Energy Park will be J.L. Shiely Company's new office facility. Council 46 (a group of representatives from Districts 6,7,10, 11, and 12 and the Pdidway Civic and Commerce Assoc. ) asked what relation Serving the Hamline Midway area 1761 University Avenue St. Paul, MN 55104 646-1986 P• 2 UDAG 1/20/$2 Shiely had to energy conservation and the response was that they developed sources of sand and silica used in the exploration of oil. This seems to us a very tenuous connection to energy conservation. Another Phase II project in Energy Park is the reopening of the Gould Battery facility. In their past operation Gould caused parking problems in the neighborhood and contributed to surface pollution problems locally. Phase II of Energy Park also includes Amhurst H. Wilder Corporation•s commercial ventures. Originally, Wilder was to develop housing in Energy Park, but has subsequently branched off into the commercial venture Energy Park Bandanna Square. We are concerned that a subsidized new commercial center in the area will adversely affect our existing, neighborhood-based, small businesses in Midway Center and on University-Snelling. Another concern we have is that there is no mechanism in the Energy Park plans to assure us that neighborhood unemployed people will benefit from the jobs created by these developments. We recommend that either the UDAG application be denied or that the UDAG application be a.�nended to include the establisFi'= ment of a community reinvestment fund directed by people from the neighborhood. The funds would come from the interest paid back by the Energy Park developer to the City for the UDAG money. The funds would be expended on neighborhood projects mutually agreed upon by the City and the neighborhood. The funded projects would be limited to UDAG-eligible projects, such as commercial rehabilitation, housing development and job development.
