WHEREAS, the City of St. Paul is authorized under Minnesota Statutes, Section 462.353,
to carry on comprehensive municipal planning activities for guiding the future develop-
ment and improvement of the City; and
WHEREAS, the City of St. Paul as a local government unit within the metropolitan
area is required under Minnesota statutes, Section 473.858, to prepare a Comprehensive
Plan in accordance with Laws of 1976, Chapter 127; and
L�IHEREAS, the Council of the City of St. Paul has considered the following as portions
of the City's Comprehensive Plan, subject to review by the Metropolitan Council :
Overview of the St. Paul Comprehensive P1an District 1 Plan
A Plan for Land Use District 2 Plan
A Plan for Housing District 3 Plan
Transit Plan District 4 Plan
A Plan for Streets anc� Highways District 5 Plan
A Plan for Bicycles District 6 Plan
Comprehensive Sewer Plan District 7 Plan
A Plan for Parks and Recreation District 8 Plan
A Plan for Multi-Service Centers District 9 Plan
A Plan for Fire Services District 10 Plan
Economic Development Strategy District 11 Plan
The Implementation Strategy District 12 Plan
Program for Capital Improvements District 13 Plan
Housing Implementation' ProgramFas amended) District 14 Plan
District 15 Plan
District 16 Plan
4JHEREAS, the Metropolitan Council has reviewed the St. Paul Comprehensive Plan
and finds it to be consistent with the Transportation, Sewers, Airports and Parks
regional systems statements; and
WHEREAS, the Metropolitan Council has suggested that the following three minor changes

1 . Redesignate Town Square Park from a 'regional ' park to a 'city' park;
2. Include the regional trail from Harri�t Island to South St. Paul which was
inadvertently omitted from the Parks and Recreation Plan; and
3. Correct the figure quoted in St. Paul 's regional share of employment from 25%
to 17.6%;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of St. Paul hereby
adopt the St. Paul Comprehensive Plan;
BE IT FURTHER RESOLVED, that the following items be changed in the Comprehensive
Plan:
1 . Town Square Park be designated a 'city' park;
2. The regional trail from Harriet Island to the City of South St. Paul be shown
in the Parks and Recreation Plan; and
3. The current St. Paul share of regional employment be correctly stated as 17.6%.
