An Ordinance amending the Saint Paul
Legislative Code establishing regulations
pertaining to noise.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
That the Saint Paul Legislative Code be amended so as to add
the following thereto:
293.01. Noisy Assembly.
Subd. l. Definition. A noisy assembly under this
section means any gathering of r^��_� than one person
in a private residence which creates excessive noise. _
Any such gathering between the hours of 11: 00 P.P�.
and 7 : 00 A.M. in such a manner as to be plainly
audible at the property line af a structure or
building in which it is located or in the hallway
or apartment adjacent shall �e prima facie evidence
that the noise is excessive.
Subd. 2 . No person shall knowingly remain at a
noisy assembly.
Subd. 3 . No person shall per�nit real estate under
his control to be used for a noisy assembly.
293.02 . �Zotor Vehicles. No person shall operate a motor
vehicle in the city in violation of the Motor Vehicle
Noise Liznits of the Minnesota Pollution Contral Agency.

293• 03 . Horns, Audible Signaling. No person shall sound
any signaling device on any vehicle except as a
warning of danger.
293.04 . Exhaust. No person shall discharge or permit the
discharge of any steam engine, stationary internal
combustion engine, motor boat, motor vehicle, or
snowmobile except through a muffler or other
device that effectively prevents loud or explosive
noises therefrom and complies with any applicable
State laws and regulations.
293.05 . Defective vehicles, Loads . No person shall use any
vehicle so out of repair or so loaded as to create
unreasonably loud noise or unnecessary grating,
grinding, rattling so as to unreasonably annoy or
disturb other persons .
293.06 . Radios, Paging systems, etc. No person shall use,
operate, or permit the use or operation af any radio
receiving set, musical instrument, phonograph, tape
recorder, paging system, machine, or other device
for the production or reproduction of sound in a
distinctly and loudly audible manner as to unreason-
ably disturb the peace, quiet and comfort of any
person nearby. Operation of any such set, instrument,
phonograph, machine or other device between the hours
of 11: 00 P.P•Z. and 7: 00 A.M. in such a manner as to
be plainly audible at the property line of a structure
or building in 4�hich it is located, in the hallway or
apartment adjacent, or at a distance of 50 feet if

building, shall be prima facie evidence of a
violation of this section.
293.07 . Violation a misdemeanor. Whoever violates this
ordinance is guilty of a misdemeanor and shall be
punished in the manner provided in section 1.05
of the Legislative Code.
Section 2.
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.

RE: Noise Ordinance
Attached herewith for r�our review is a copy of a
noise ordinance ray office introduced before the
fuZZ City Council today.
Over the�ars ny office has received rumerous
complaints regarding noise po2lution. While this
ordinance does not cover the fu11 spectrum of noise,
- it does a3dress what I consider the nuisances that
many of us are plaqued with - especially with the
advent of warm weather.
The third readinq of the ordinance which is also
the public hearinq wi11 be held on Tuesday, May 4
at 10:00 am in Council Chambers. I look forward
to your input at that time. However, should you
have any questions or wish to discuss this with
