WHEREAS, in response to a July 30, 1981, request of the City
Council to recommend a strategy for meeting low income housing
needs and conserving rental housing in the City, the St. Paul
Planning Commission established a Subcommittee on Conservation
of Rental Housing which includes members of the Commission and
representatives of community organizations, tenants, landlords
and District Councils; and
WHEREAS, this Subcommittee made an extensive review of low
income housing needs, the means available for meeting these needs
and for conserving rental housing and set forth its findings and
conclusions in a draft policy document entitled Lower Income
Housing Strategy - St. Paul 1982-84 which was approved by the
Planning Commission on February 12, 1982, and recommended its
approval by the Mayor and City Council; and
WHEREA5, the Lower Income Housing Strategy has been endorsed
by the Mayor and has been the subject of a public hearing before
the City Council on April l, 1982, at which hearing question was
raised as to its statement regarding sale of Public Iiousing Agency
low-income housing units set forth at paragraph 3, page 33 of the
Strategy; now therefore,
BE IT RESOLVED by the Council of the City of Saint Paul,
as follows:
l. That the Lower Income Housing Strategy - St. Paul
1982-84, with deletion of paragraph 3, page 33, is hereby
approved as the City' s policy for assisting provision of
housing opportunities for lower income households .

are di'rected to undertake implementation of the Lower Income
Housing Strategy recommendations as hereby approved.
3. That the question relating to sale of Public Housing
Agency units be referred to the City Development and Trans-
portation Committee of the City Council for further consider-
ation and recommendation.
