Dear City Council Member,
We requested investigation of the possibility of placing
restrictions on the license of the �utch Bar bec�use we have
recieved complaints from neighbors about the conduct of business
at that establishment for a number of years. The following
cronology indicates the history of our involvement in this
neighborhood issueF
� " September 9, 1980 � the full District Council discussed at
it 's regular September meeting the request for transfer of license
for the Dutch Bar, BH&M Inc . District Council staff indicated
" recieving numerous complaints including noise� people loitering
after closing, many bottles �.nd glass outside, and crowd roudiness.
At that meeting the District Council voted to request a 30 day
extension for the transfer of ownership hearing until neighborhpod
residents had an opportunity ,to meet with the bar owner and
work out solutions to the exi�ting problems.
September 10� 1980, the City Council delayed action on the
matter until October 8� 1980.
A meeting between the bar owners ar�d neighbArs was held.
October 7 � 1980 at the District Council meeting �the results of
that n�gotiating meeting were reported as, "Dutch's Bar has
ag�eed to 1 . try to hurry people off the premises , 2. get a fense
pu�t up, and 3. clean up better. The District Council found those
agreements sufficient. and did not object further when the City
Council approved the license transfer October 8� 1980.
In June of 1981 ,� the Housing Task Force� which handles review
of code complaints � recieved complaints that people were loitering
after closing, and that the premises were not being cleaned.
�n July of 1981 the Housing Task Force recieved additional

complaints including the construction of an outdoor serving
area which required substantial structural changes without
obtaining building permits. Alcohol was indeed served outside
in this area without proper authorization.
f)istrict Council staf'f have �iscu�sea this matter with area
residents. Residents have indicated additional problems to
staff including public urination and disorderly conduct. One
e
resident has collected narcotic paraphenalia from the premises.
She told staff that she has shown those items to Mr. Carchetti.
We understand that these are substantial chaxges. We
appreciate the opportunity to call these problems to your
attention. Unfortunately, many axea residents have also
indicated to our staff that they are afraid to attend the
meeting on March 9 because of the potential of retaliation.
There are a num�ber of elderly residents who live on the second
floor over the stflre-fronts which include this bar. Many of
these people are afraid to open their dours even ta our staff.
Because of the fear of neighbors to �astify at this public
hearing, and because of the continuing nature of the complaints
the District Council is willing to again attempt to resolve
this problem through direct discussion and negotiation. We
recommend a 30 day delay to enable Mr. Carchetti, the owners
of Dutch 's Bar and the District Council to meet and agree on
restrictionsto be applied to their license and a process to
monitor those restrictions.
