278509 WHITE - CITY CLERK CAh�tY - DEPARTMENT , , � G I T Y O F s A I N T �A U L Council ��►J�� BLUE - MAYOR File N O. � Council Resolution Presented By Referred Committee: Date Out of Committee By Date WHEREAS, 1982 is the Child Care Council of Ramsey County's llth year of service to our community; and WHEREAS, the "Week of the Young Child," sponsored by the Child Care Council , is an annual event when the corr�nunity is encouraged to reflect on the needs of young children, to examine how well we care for and educate our future parents and teachers, and to review our commitment to improve the well-being of all young children; and WHEREAS, since as an aging society, we have relatively few children, an overabundance of young adults, and a mounting number of elderly, consequently, during the opening decade of the next century, continually increasing social and economic demands will fall -on a small contingent of workers and the very well-being of American society will be threatened; and today's children will be a scarce resource and a precious asset as adults in the early part of the 21st century; therefore, the welfare of today's children, especially those who are in most need of help, should be our highest priority, and their care and education must receive our full support; and WHEREAS, the large-scale entry of women into the labor force has been one of the most significant social and economic phenomenon of the century (approximately one-half of all women are in the labor force today) ; and because more and more mothers of young children, currently 44 percent, are either beginning or returning to work shortly after the birth of a child, more mothers face the dual and competing roles of both worker and parent; and WHEREAS, the demand for child care continues to show that parents are relying heavily on parental and informal child care arrangements, and there is an increasing demand for day care services in centers, family day care homes, and in-home care givers because more children need care due to the high number of working mothers; and WHEREAS, because so many young children have working mothers, and because society has provided so little support for young children and especially young children needing child care, the need and demand for child care services and parent-consumer subsidies is not being adequately met by either the public or private sectors; and COUIVCILMEN Requestgd by Department of: Yeas Nays Hunt Levine _ In Favor Maddox McMahon B sr,o,�,aite� __ Against Y — Tedesco Wilson Form Approved by City Attorney Adopted by Council: Date — Certified P�s•e by Council ecr BY By _ Approved by :Vlayor: Date _ Approved by Mayor for Submission to Council By� Bv WHITE - CITY CLERK ����� PINK� - FINANCE j � CANARY - DEPARTMENT G I TY OF SA I NT l,�U L COUtICll BLUE - MAYOR File N . � Council Resolution Presented By Referred To Committee: Date Out of Committee By Date - 2 - WHEREAS, demographic, economic and social changes have changed American society and children have become more critical to our society's future survival than most Americans realize; and WHEREAS, the risk in failing to provide quality care for young children has an enormous price--a generation with lost potential and a future society unable to maintain itself; now, therefore, be it RESOLVED, children should be our first priority, and meeting their needs, especially during the early and formative years, should be the highest concern of both public and private institutions, and that in the future we must encourage family care, assure access to formal child care services, assure that care in both formal and informal settings meets children 's developmental needs, and promote parent, care giver and cornrnunity awareness of the needs of young children in our society; and be it FURTHER RESOLVED, that the St. Paul City Council supports Mayor George Latimer's proclamation designating the week of April 4 through April 10, 1982, as the "Week of the Young Child.
