WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation
of the Mayor and with the advice of the Gapital Improvement Budget Committee,
_ the Community Development Block Grant Year VIII Program as part of the 1982
Saint Paul Capital Improvement Budget; and
WHEREAS, the financing for the 1982 Capital Improvement Budget included
$9,000,000 in anticipated revenues to be provided to the City of Saint Paul
by the U.S. Department of Housing and Urban Development's Community Development
Block Grant Year VIII Program; and
WHEREAS, the U.S. Department of Housing and Urban Development has recently
indicated to the Mayor that the City of Saint Paul will receive $8,413,000
in 1982 for the purpose of carrying out its Community Development Block Grant
Year VTTT Program; now, therefore be it
RESOLIIED, that upon the recommendation of the Mayor and the City Council
Committee on Finance, Management and Personnel , the Council of the City of
Saint Paul does hereby approve the attached amendments to the 1982 Capital
Improvement Budget, which attachment is hereby made part of this Resolution�

FURTHER RESOLVED, that Mayor George Latimer, as Chief Executive Officer of
the City of Saint Paul , is hereby authorized and directed to submit the
Community Development Block Grant Year VITI Application for Federal Assistance
to the U.S. Department of Housing and Urban Development along with the Housing
Assistance Plan and in such form as prescribed by the regulations of said
Department; and be it
FINALLY RESOLVED, that the Mayor or his designated representative, the Deputy
Director of Community Development, is further authorized to execute and submit
to the U.S. Department of Housing and Urban Development any assurances, certifications,
technical changes, or additional information that may be required by said
Department during their review of the City's Community Development Block Grant
Year VTII Application for Federal Assistance.

P�IRPASE AND RATIONALE FOR THIS ACTION:
On February 15, 1982, the City was notified that the CDBG Year VIII Entitlement
amount would be $8,413,000. This figure represents a $587,000 deficit in the
adopted CDBG Year VIII Budget. This resolution amends various project and
program budgets to reflect this shortfall .
FINANCIAL IfAPACT: '
Resolution will eliminate current deficit in the adopted CDBG Year VIII Program.

RESOLVED, the Capital Improvement Budget Committee of the City of
Saint Paul recommends adoption of the amendments to the Community
Development Block Grant project portion of the 1982 Capital Improvement
Budget as presented; and be it
FURHTER RESOLVED, the Capital Improvement Budget Committee continues
to support Saint Paul ' s citizen participation process, and urges the
city administration and City Council to weigh carefully the impact of
any CDBG non-project fund cuts on the city' s citizen participation process.
