RESOLVED, that the Civil Service Rules be amended in Section 22 thereof so that tlie first paragraph of said Section 22 shall read as follows: "Whenever it becomes necessary in any division for lack of work or funds, or for other causes, to reduce the force in any class of positions, the appoint- ing officer shall designate the class from which layoff shall take place. Pe r sons se rving in that clas s shall be laid off in the inve r se orde r of thei r certification and appointment to that class; the last one so appointed shall be the first laid off. However, all temporary and provisional appointees in that class shall in all cases be separated first. For the purpose of this subsection, persons appointed to the same class on the same date shall be considered to have seniority in the order on which they appeared on the certification. When an employee has been laid off, his/her name shall be placed on the appropriate reinstatement register, and he/she shall be reinstated in accordance with the reinstatement provisions of these Rules� except that he/she may be reinstated at any ti.me within two years after such layoff. The appointing officer shall give two weeks notice to any employee being laid off, except in cases of seasonal, temporary, intermittent, or similar employment or in cases of unforeseeable lack of work or funds. PURPOSE AND RATIONALE FOR THIS ACTION The purpose of this R.esolution (amendi.ng the first paragraph of Section 22, Layoff, of the Civi1 Service Rules) is to extend the ti.me that laid off City employees may be reinstated,_to two years. This will make the length of reinstatement ti.me after lay-off uniform for all employees throughout the City service since some bargaining units already have the two-year limitation.
