RESOLVED, that th.e Civil Service Rules be amended in Section 22 thereof by adding the following four paragraphs at the end of said Section 22: "If a title has been abolished and the position it described exi.sts unde r a new title, the seniority of employee s who have held the former title shall be determined as if the former tit].e sti.11 existed. If two or more ti.tle s have been included in one new title, seniority will be determined for all affected employees as if the titles had alway s be en one ti tle. If a title or se rie s of title s i s aboli shed due to a ce s sation of a type of work and all incumbents are transferred to a new title or series of ti.tles, their seniority with respect to each other will be determined by their appointment dates in the old title. If they are transferred into a ti.tle which others hold or have held, their seniority with respect to those incumbents will be determined by the date of their transfer. As to all other persons, their seniority will be determined by their appointment date in the old ti.tle. If a se rie s of title s has been abolished which are parallel and equal to anothe r exi sting se rie s, the employee s holding such title s shall have bumping rights as if their old title s had always been in the parallel se rie s.
