WHEREAS, Northern States Power Company (NSP) has requested
permission from the Pollution Control Agency to dispose of
25,000 gallons of oil contaminated with polychlorina.ted biphenyls
(PCBs) by burning the oil in one of its boilers at its High Bridge
Plant; and
WHEREAS, studies have shown that PCBs may seriously endanger
human health and the environment if they are ingested directly
or through the food chain; and
WHEREAS, the NSP High Bridge Plant is located near a densely
populated area of Saint Paul, thereby raising much public concern
by nearby residents and this Council as to the safety and necessity
of the proposed burning of such hazardous chemicals; and
WHEREAS, the safety of burning PCBs has not been sufficiently
demonstrated by NSP;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SAINT PAUL:
That the Minnesota Pollution Control Agency be urged to
conduct a public hearing for the purpose of determining whether
NSP should be permitted to burn PCB contamina.ted oil at its
High Bridge Plant; and
BE IT FURTHER RESOLVED, that the City Council requests
the Ma.yor to designate Rick Wiederhorn of the Planning and
Economic Development staff as the person to monitor the progress
of the City Council' s recommendation and report back to the
Council from time to time as ma.y be necessary regarding the
status and outcome of the matter; and

BE IT FINALLY RESOLVED, that the Council requests the
Ma.yor to appoint a blue ribbon committee of citizens who are
trained in the medical and scientific areas to review the ma.tter
of PCBs and have the committee report its findings to the City
Council and to the public at the appropriate time.
