WHEREAS, Minnesota Statute 169. 861 allows a combination of
vehicles consisting of a truck and semitrailer drawing one addi-
tional semitrailer to operate on the public highway only on
divided highways having four or more lanes of travel and,
WHEREAS, the Commissioner of Transportation may designate
certain other routes for the purpose of providing access between
such divided highways of four or more lanes and truck terminals,
subject to approval of the authority having jurisdiction over
such route, and
WHEREAS, a request has been received to provide combination
vehicle access to the 3M Distribution Center over existing truck
routes.
RESOLVED, that the following truck routes within St. Paul
be designated combination vehicle routes:
White Bear Ave. from I-94 to Stillwater Ave.
Stillwater Ave. from White Bear Ave. to Hazel Ave.
Hazel Ave. from Stillwater Ave. to Mechanic Ave.

Al1 trucks of 15,000 lbs. rated gross Greight or under �y trav�el on any
street in the city with the exception of city parks and restricted parkways
as shc�m on the map. Zlie gross w�ight is the rated weight of the vehicle
or canbination of vehicles whether or not it is loaded.
All trucks over 15,000 lbs. rated gross weight must use the routes designatec]
on the map exoept as follaws:
Trucks may travel on any street within industrial districts and the central
business district.
4+�en entering or leaving a truck terminal or making a pickup or delivery,
trucks shall reach or leave such location by trav�eling ov�er the shortest
route fran the nearest truck route. Direct travel k�etw�en deliveries, without
returning to truck routes, will be allawed. where the distance betw�een delivery
points does not exceed one mile.
For deliv�ery or pickup pur�oses carmercial v�ehicles may travnl on designatec?
parkways between the deliv�ry or pickup location and adjacent intersections.
No truck having an overall length of more than thirty feet shall enter any
alley in the oentral business district except by special polic� pezmit.
Randolph Av�enue and St. Clair Avenue betw�een West Seventh Street and Cleveland
Avenue, and Grand Avenue between Dale Street and Cretin Avenue are not desig-
nated truck routes. Fiowever, oo�rmercial vehicles over 15,000 lbs. gross w�ight
when making a deliv�ery, pickup, or when trav�eling to or fro�n a truck �erm.inal,
located in the area bounded by Niississippi River Boulevard, Marshall Avenue,
Shelling Avenue, Selby Av�enue, Stur�nit Avenue, Kellogg Aoulevard, HTest �eventh
Street, Otto Avenue, and Highland Parkway, shall oonsider Randolph Avenue
between Hlest Seventh Street and Cleveland �venue, St. Clair Avenue laetween
West Seventh Street and Cleveland Avenue, and Grand Avenue betw�en 1.�a].e Street
and Cretin Avenue as truck routes, and all provisions of this ordinanc:e applic-
able to truck routes shall apply.

3M Company Distribution Center at Case Ave. and Hazel St. loads .
containers suitable for ocean going vessels. which they transport
by truck to a railroad transfer point. The transfer of these con-
tainers from trucks- to SOO Line railroad cars has recently been
relocated from St. Paul to Minneapolis, increasing their transpor-
tation costs.
Therefore, they have requested permission to attach 2 trailers to
1 power unit to transport these containers. It is anticipated that
there �aould be 3-5 combination vehicle trips daily.
The containers are shorter than semi-trailers, so the overall length
would be less than conventional combination vehicles. �
