Zahn (three units) SUBJECT: Request time extension to complete Item #7 , as listed in the city' s letter of 1/6/82 , requiring fire separation of heating plant, and request variance of Item #10 , rec{uiring self-closing devices on all apart- ment doors within stair enclosure , because devices would detract from glass paneling of the doors . - APPEARA.uCE: Thomas R. Zahn . ` � � -2- 3/9/82 - Meeting No. 183 PROCEEDINGS: Mr. Zahn stated that zoning for three units had been approved by the Zoning Board recently. He lived on the first floor and rented out the five-room second fToor and three-room third floor units . He �aished to retain the architectural features of the house ,in their original state as much as possible . If required to put wire-glass panels and self-closing devices on the entrance doors , he felt it would detract from their distinc- tive appearance. Another item he wished to appeal , which he had not listed in his original application, was for a variance on window area in the living room of the third floor unit. Under code , 8� of floor area was require d, and the room had 7. 5% . He intended to put in a skylight within the next couple of years , but it was costly and he did not feel he could afford to at this time . As to the fire separation of the heating plant , he planned to put in a sprinkling system above the boiler area and install a fire-door, but asked for an extension of time until fall of 1982. Alice Bij jani explained the need for self-closing devices and said there were some types which were less obtrusive than others . She said the glass panels in the entrance doors were pla�e glass , not particularly decorative , and the use of wire-glass panels would not spoil their appearance , particul- arly if applied to the outside face of the doors and finished off with some type of molding. BOARD ACTION: Mr. Tilton moved that a variance of Section 34. 14, pertain- ing to lig t and ventilation , be granted, to permit continued occupancy of thir3 floor unit where light is slightly deficient . APPEARANCE: Darlene Bergc{uist PROCEEDINGS: Mrs . Bergquist explained that her son Michael was the owner of a van which he was restoring. Her daughter had moved back home and her furniture was stored in the garage , the only space available . Frank Staffenson said the code defines an abandoned motor vehicle as one that does not display current license plates over a period of 90 days or more . The violation on the Bergquist property was first noted in August 1982 and a notice to Mrs . Bergquist was sent . Another notice was sent in December. Mrs . Bergquist said her son could not get a current license unless he carried insurance on the van , which would cost around $500 . She and her son were supporting seven people and could not afford this expense now. She thought her daughter would be moving out by September, and then the van could be parked in the garage . She had talked to her insurance agent about some type of insurance that might be available at lower cost in a case where the car was not driven, but was told that the insurance company wauld not handle it. Mr. Staffenson stated that if it was properly stored, as defined in the code , there would be no problem. He felt that space could be made inside the garage for the van. BOARD ACTION: Chairman Glassman moved that an extension of time to Sept. 1, 1982 , be granted, to permit open storage of an unlicensed vehicle on the appellant' s property. Mr. Knutson seconded. APPEARANCE : Steven E. Skalbeck PROCEEDINGS : Mr. Skalbeck reported that an inspection was made during t e past winter, at which time the o�mers were told they must put in a larger window in the sleeping room of the b asement , suitable for use as an escape window. There would also have to be a windowwell dug out on the exterior. Because the ground has �een frozen, they found it difficult to get the work done by the date given by the housing code of.fice . Frank Staffenson said his office had sent a letter in November which gave the co-owners , Steven $ Charles Skalbeck, 60 days to complete the work. A second notice was sent February 2 , 1982 , with a completion date of March 1, 1982 , set. He said there was one problem in� that , after the first notice was sent in November, 1981 , the unit ��as vacated the following December 1, and then immediately rerented to another occupant . It �aould have been better to leave the unit vacant until such time as the escape window could be installed. BOARD ACTION: Mr. Knutson moved that an extension of time to May 1 , 1982 , e grante , at which time work should be completed on the installation of an escape window and adjoining windowwell for the sleeping room of the basement dwelling unit. Mrs . Bostrom seconded. MOTION CARRIED.
