PURPOSE AND RATIONALE FOR THIS ACTION: There f: alread�r authorized MSA funding tied up for right-of-Way or pavinq projects that are s1oMr movinq plus pe have nnused balaaces in projects which have been c�o�opleted urxler budqet. Those balances must bs aonstmied to avoid futnre penalty. This Resolution uses re�aining bslances in four 1981 MSA projects which are caapleted bo fund Shepard Rpad Bridq� Resurfaciirg. This project was reca�mended by the CIB Coaanittee as the first priority "if additional MSA funds are available" (see Paqe A21 of 1982 CIP Boo� ahd. Mill help rednce our MSA balance.
