This hridge carries Shepard Foad over the fuel pumping and docking facilities formerly owned by Shell Oil Company, and is located approximately 900 feet southwest of Otto Avenue. The City Project No. for this work is B-1098. INITIATING ACTION - This project was initiated at the request of the Department of Public �lorks, was recommended by the City Council for the tentative 1983 Capital Improvement Program process, and was included in Mayor Latimer's proposed budget for 1983 with priority for 1982 if funds became available. EXISTING CONDITIONS - `.�'ne bridge was constructed in 1967 to provide for. the construction of Shepard Road westerly from Otto Avenue. The deck is concrete and provides a 26 ft. wide roadway in each direction separated by a 4 ft. median and with a 5 ft. sidewalk on the southerly side of the bridge. The traffic volume is approximately 18,650 vehicles per day. Considerable delamination of the concrete surface has now occurred with resulting spalled areas. Tests conducted on the deck indicate that salt penetration is considerable. These salt concentrations will cause rusting of reinforcing bars witY► further delamination resulting and ultimately deterioration beyond a repairable condition. PROPOSED IMPROVEMENTS - The top one inch of concrete will be removed from the roadway on the entire bridge deck and, where found defective, the concrete will be removed from around the top layer of reinforcing bars and any remaining defective concrete will bc removed for the entire depth of the deck. New expansion devices will be installed. Structural concrete will replace the defective concrete, and a dense low slump concrete will be placed over the entire bridge deck and approacli panels. J r . AI)VERSE �I'I'�CTS - Westbound vehicular traffic will be detoured to Seventh Street from Otto Avenue to Elway Street, and provisions will be made to carry Eastbound traffic on the bridge during construction for approximately 4 months. POSITIVE BEN�lITS - Construction at this time will eliminate expensive annual deck maintenance and the eventual replacement of the entire deck. SPECIAL CONSIDERATIONS - No easement or right-of-way acquisition will be needed, and no assessments on adjoining properties are being proposed. State Aid Funds will cover most of the cost of this project. Pedestrian traffic will be maintained for the duration of the construction period. TIME SCHEDULE - The present schedule calls for construction to begin in June, 1982, and to be completed by October, 1982. This project will be carried out under a contract let by the City of Saint Paul.
