� WHEREAS, the Council of the City of Saint Paul, through Council File #99-1044, authorized the Director of the
z Department of Planning and Economic Development to apply for a grant from the Metropolitan Council under its
Tax Base Revitilization Account for a cleanup project located at 720 Payne Avenue (Hamms Building) and to
execute such agreements as are necessary to implement the project; and

a WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there
s are available for appropriations $396,878 in excess of those estimated in the 2000 budget and recommends the
following changes to the 2000 budget:
