WHEREAS, the CiTy of Saint Paul proposes to construct a new street, Phalen Boulevard, which will run from
I-35E at Cayuga Street to Johnson Parkway, in accordance with Resolution 99-180; and
WHEREAS, the City of Saint Paul has prepazed an Environxnental Impact Statement (EIS) for the Phalen
Boulevard project and, by Resolution 99-1089, has determined it to be adequate; and
WHEREAS, the State of Minnesota through its Commissioner of Transportation (hereinafter "State") is
planning the realignment and reconstruction of I-35E from I-94 to Maryland Avenue, and
WHEREAS, the State is required to have an EIS for the I-35E reconstruction which would duplicate part of
the efforts of the City of Saint Paul, and has deternuned that it is to the State's benefit to partner with the City
of Saint Paul on the I-35E portion of the Phalen Boulevard EIS, and
NOW THEREFORE BE IT RESOLVED, that the Department of Planning and Economic Development is
authorized to enter into a joint powers agreement with the State for cost participation on the Phalen Boulevazd
EIS, and
BE IT FURTHER RESOLVED, that the Council of the City of Saint Paul, upon recommendation of the
Mayor and advice of the Long Range Capital Improvement Budget Committee, that the Capital Tmprovement
Budget, as heretofore adopted and amended by this Council is hereby further amended in the following
particular
