RESOLUTION RECOGI�IIZING APRIL 22, 2000 AS EARTH DAY
IN THE CITY OF SAII3T PAUL, MINNESOTA
1 WfIEREAS, the City of Saint Paul has been recognized as a leader in protecting our region's environment
2 especially in the azeas of recycling, energy efficiency, and developing local responses to clunate change; and
3 WHEREAS, a sound natural environment is the foundation of a healthy society and a robust economy; and
4 WHEREAS, human activities around the globe are causing severe environmental damage that threatens human
5 health and our planet's ability to sustain a diverse community of life; and
6 WHEREAS, the lrnowledge to live in harmony with our environment and methods and technologies to
7 accomplish this end already exist; and
8 WI�EREAS, local communities can do much to reverse environxnental degradation and contribute to building a
9 healthy society by addressing issues such as energy use, transportation, waste prevenrion, and sprawl; and
10 WI3EREAS, there are sound economic, environmental, and social reasons for local governments to initiate
11 energy efficiency, renewable energy practices and environmental protections; and in accordance with this belief
12 the City of Saint Paul has undertaken numerous initiatives such as the planring of over 30,000 trees and shrubs
13 along the Mississippi River, the redevelopment of over 103 acres of brownfields, the development of energy
14 efficiency guidelines for city-owned buildings, and the establishment of the Metropass program to encourage
15 transit ridership among City employees; and
16 WHEREAS, the tum of the millennium is a symbolic time in which to accomplish dramaric change in our
17 environment; and
18 WHEREAS, Earth Day 2000 offers an unprecedented opporhuiity to commit to building a healthy planet,
19 flourishing communities and empower citizens; now therefore be it
20 RESOLVED, that the City of Saint Paul recognizes April 22, 2000 as `BARTH DAY" and commits itself to
21 undertaldng programs and projects that enhance the communities natural environment; and be it
22 FURTTiER RESOLVED, that the City of Saint Paul hereby encourages its residents, businesses and insfitutions to use
23 EARTH DAY to celebrate the Earth and commit to building a sustainable society; and be it
24 FURTHER RESOLVED, that City of Saint Paul commits to supporting Earth Day Network's Earth Day 2000 campaign
25 by endorsing the Clean Energy Agenda and undertaking programs that further the clean and efficient use of energy
26 within its borders.

e know how to power our ecortomies with clean energy. We know
how to stop global warming. Until now, however, we hoven't been
�,��, able to coordinate adion on a global level.
Earfh Day Network's Clean Energy Now! campaign is changing that. from
nations around the worid, we've assembled the greatest pro-environmental,
cleanenergy team the planet has ever seen. And we have a Clean Energy
Agenda designed to focus government and corporate leaders on clean energy
solufions that befit ihe 21 st cenhrry.
Our reliance on coal, oil, ond nuclear power harms human health, fouls the
environment, threatens the world's climate and produces dangerous nuclear
materiais. But, the fact is, we know how to solve the problem.
A t�ansition from fossil fuels to clean, renewable energy is inevitable, but by
stafing now we can apply common-sense solutions to make the shik intelligently,
create new economic opportunities worldwide, and ensure o sustainable future
for our children. The bullet points below oudine the Earth Day 2000 Clean
Energy Agenda, our blueprint for this transition.
CLEAN POYVER: In ihe next decade, increase four-fold the amount of energy
obtained from non-fiydro renewable sources such as the sun and wind. By 2020,
produce at I�st one-third of the notion's energy (rom renewable sources, and doo-
ble the efficiency of energy use in homes, buildings, transportation, and industry.
CLEAN AIR: Clean up our power plants by selting progressively tighter Iimits
on all power plant pol�ution — including carbon dioxide, the major cause of
global warming. Close the Ioophole that allows old coal-fired power plants to
pollute much more than newer plants.
CI.EAN CARS: Hold sport utility vehicles, pick-up trucks and mini-vans to 1he
same air pollution standards as cars. improve the fuei efficiency of new cars and
light frucks to a combined average of 45 MPG by 2010 and at least 65 MPG
by 2020. Offer incentives that build sfrong markets for renewabie fuels and for
clean vehicles powe�ed by hybrid motors and fue( cells.
CLEAN INVESTMENTS: Quadruple federal investments in renewable energy
and energy eHiciency within five years, and continue this momentum over ifie
long term. Srop spending taxpayer dollars to subsidize the coal, oil, and nuclear
industries. Provide adequate resources and job hoining for affected workers and
communities to ensure a just hansition to a susfainable energy economy.
