The agreements define the City's relationship with Ramsey County and the Ci�y of Minneapolis regarding the Urban Corps program. T have also enclosed the administrative orders which will provide you with an explana- tion of each resolution and agreement. Council approval is needed before we enter into these agreements. Guilfoil -•'� ^' � ti g,E; :Urban Corps Agreement With Minneapolis "ACTION REQUES.TED: That the City of Saint Paul enter into an Agreement with the City of Minneapolis for participation in the Twin City Area Urban Corps Program. PURPOSE AND RATIONALE FOR TIiIS ACTION: See attached sheet. FINANCIAL IMPACT. City pays Minneapolis $8,185.00 as per the adopted and changed 1982 Urban Corps budget. ATTACHMENTS: Resolution: Agreement between Saifst Paul and Minneapolis, : Two original 1982 Agreements between Saint Paul and Minneapolis, ���4�2 PURPOSE AND RATIONALE FOR THIS ACTION: This agreement would continue the City of Saint Paul's participation in the Urban Corps program with the City of Minneapolis. The joint participation between the two cities in the Urban Corps program began in 1970. The agreement allows the City to: 1) Provide students enrolled in post-secondary educational institutions with an opportunity to participate firsthand in all aspects of City government. 2) Provide the City with the skills, enthusiasm, motivation and creativity of the college population. 3) Provide students with the opportunity to earn money to continue their academic careers. 4) Attract into city government the young talent government requires. 5) Utilize Federal and State funds which provide up to 80% of the student- interns' salary. 6) Provides a central administrative office to screen in excess of 2,000 students each year from over 50 colleges. 7) Through the contractual arrangements with Ramsey County and the City of Minneapolis, administrative costs are kept to a minimum. 8) Displays how local units of government can work together in providing services to the communities they serve. ATTACHMENTS: 1) Resolution: Agreement between Saint Paul and Minneapolis. 2) Two (2) original Agreements between Saint Paul and Minneapolis that are ref erred to in the resolution. If the resolution is adopted, both agree- ments should be signed by the appropriate City officials and returned to me. I will see that appropriate action is taken by the City of Minneapolis and return an original signed Agreement to the City Clerk.
