Resolution approving and authorizing execution of Amendment No. 2 of the
Contract with the Public Housing Agency of the City of Saint Pau1 , Minnesota
to provide professional servies for the Section 8 Moderate Rehabilitation Program.
WHEREAS, the Public Housing Agency of the City of Saint Paul , Minnesota (PHA)
has requested the City of Saint Paul to provide certain services for the rehabili-
tation stage of the Section 8 Moderate Rehabilitation Program; and
WHEREAS, the City of Saint Paul , Department of Planning and Economic Developmen-
has the necessary staff and expertise to provide these services for the PHA; and
WHEREAS, the PHA and the City have expressed their written intentions to work
cooperatively on the Section 8 Moderate Rehabilitation Program in an effort to
expand subsidized housing opportunities for low-income Saint Paul residents and
to upgrade and maintain a portion of the City's housing stock; and
WHEREAS, upon implementation of the Section 8 Moderate Rehabilitation Program,
a more efficient manner of processing has been determined;
WHEREAS, Amendment No. 2 delineates the change in functions performed by the
City and adjusts the fees commensurate with the modifications in these functions;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Saint Paul
hereby approves Amendment No. 2 to the contract agreement for services between
the PHA and the City and authorizes execution thereof by the proper officers of the
City upon approval as to form by the Assistant City Attorney.

for services rendered in the Section 8 Moderate Rehabilitation Program, and
to authorize the City to bi11 and accept the funds from the PHA.

In implementation of the program, it has been determined that certain tasks
originally proposed to be performed by the City are more appropriately
performed by the PHA. HUD has required the amendment to adjust fees commen-
surate with services performed. Amendment #2 explicitly sets forth these
modifications and changes the compensation to the City f'rom $43,050 to $29,550.

There will not be a negative impact upon the budget since we had not
expected� receiving the $13,500. The amended amount has been included
� in the 1983 budget, and will be deposited in special funds. HUD will
not disburse any funds to PHA unless this amendment is executed. �

SERVICES" , and amend it to read :
The City shall perform and carry out in a satisfactory
and proper manner, as mutually determined by the PHA
and �the City , services requisite to the outreach and
rehabilitation processes of the Section 8 lioderate
Rehabilitation Program, including, as a minimum, the
following:
a . Assistance in program planning. �
b. Development and implementation of outreach to o�;�ners ,
lenders and contractors .
c . Implementation of relocation strategies .
d . Conduct all activities as required in the rehabili-
tation process .
� e. The processing of o��ners ' proposals and the above
referenced services in items la-ld shall include as
a minimum the conduct of the following activities :
1 ) Referral of workable proposal(s ) to PHA.
2 ) Initial inspection of proposecl structure(s) .
- 3 ) Development of work «�rite-ups and cost estimates .
4 ) Assist owners in obtaining qualified or licensed
contractors.
5) Exploration of financing options for owners .
6 ) Assessment of need for , and coordination of ,
temporary or permanent relocation of tenant(s ) .
7 ) Convening of pre-construction conference and
implementation of construction contract .
8 ) .lonitoring of contractor compliance «'ith
. Federal labor standards .
9 ) �ionitoring and timely inspection and coordina-
tion of the rehabili�ation process from start

2 . Refer to Agreement For Services , Section 3 . , "CONTRACT PRICE
A�D PAYirIENT" , and Amendmen� No. 1 , Section 2, and amend it to read:
The City shall provide all services specified and implied
in items la - le of the Agreement for an aggregate amount
not to exceed �a19, 050. 00, or �250 per completed dwelling
unit , for the original 75 units ; and $10 , 500. 00 or 5175 per
completed dwelling unit , for the 60 units added by this
Amendment . Upon the completion of all tasks desibnated
in items la - le for each dwelling unit completed and upon
receipt by the PHA of the City ' s required monthl5� �t�ritten
reports , the City shall submit to the PHA no more often
than monthly a b 'illing at the rate of 5250 for the services
provided for each dwelling unit completed under tr.� orig�nal
75 unit program and $175 for the services provided for each
dwelling unit completed under the 60 unit program.
Additionally , the City shall indicate for each unit upon�
such billing to a�hich of the two programs each unit belongs .
3 . It is agreed that ar.y unit which is currently being considered
or has reached t3�e Agreement To Enter Into A H�P Contract stage, �ti�ili
be billed for services at the fee as indicated in this Amendment No . 2 .
IN NIT1'ESS P�HEREOF, the PHA and the City agree that all other
terms and conditions of the Agreement For Services as previously
amended shall remain in full force and effect and have executed this
Amendment No. 2 as of the day and year first abo�-e �;�ritten .
