WHEREAS,
a) By Resolution Council File No. 275882 adopted
November 4 , 1980, the Council of the City of Saint Paul
created the East 5eventh Street Commercial Development
District and approved the East Seventh Street Development
Program, Alternative 4-A for said District; and
b) The East Seventh Street Commercial Development
District has been undertaken and substantially implemented
in accordance with the approved Development Program and in
connection with the completion of the District it appears
desireable to amend the Development Program narratives,
Property Acquisition Proposals and Budget Allocations ror
Projects 1 and 5, now therefore
BE IT RESOLVED by the Council of the City of Saint
Paul that the East Seventh Street Development Program
Alternative 4-A - Amendment to the East Seventh Street
Commercial Development District and Program created and
approved by Council File No. 275882 is hereby approved.

ALTERNA7IVE 4-A - AMENDMENT
The East Seventh Street Development Program Alternative 4-A adopted November 4, 1980
is amended as follows :
SECTION V. PROPOSED REUSE OF PRIVATE PROPERTY PHASE I �
A. Project Narratives
1 . Project 1 . Is deleted in its entirety and is amended to read
as follows :
"The Greater East Side Local Development
Corporation ("LDC") has successfully
negotiated with Beech Street Associates
for the development of a 5-level 62,500
sq, ft, office building on that property
designated as those portions of Tracts A-2 ,
A-3, E, F, G, H, I , J, K, M, N and 0 (out-
line in green on Map 2) , Construction of
the office building began on November 15, 1981
at a development cost of $2.5 million."
2. Project 4. Is deleted in its entirety.
3. Project 5, Is deleted in its entirety and is amended to read
as follows :
"The LDC has negotiated with Beech Street
Associates and a fast food restaurant company
for the development of a 8,000 sq, ft, building
of which 5,500 sq, ft. will be used as a
restaurant and 2,500 sq, ft, of office on
portions of Tracts A-3, E, F, G, J, N, and 0.
A portion of Tract A-1 is to be developed as
vehicular access to East 7th Street, Construction
of the fast food facility is scheduled to start
� November, 1982 with completion by May of 1983.
. Development cost for this project is anticipated
at $450,000, Approximately 82 new jobs will be
created f�r persons of low and moderate incomes .��
B. Is deleted in its entirety and is amended to read as follows :
Private Acquisition
"The LDC has secured private agreements to purchase
Tracts A-2, A-3, E, F, and G. These agreements contain
provisions approved by the Office of the City Attorney
regarding the acceptance of private relocation amounts
as a seperate part of the purchase price for each tract
in lieu of additional publac relocation benefits for -
either owners or tenants . The owner of Tract I have
previously passed a resolution agreeing to transf�r that
tract to the City and Ramsey County has agreed to sell
� Tract II to the City."
C. Is deleted in its entirety and is amended to read as_ follows :
Public Acquisition �
"It is the opinion of P.E.D. and the LDC that the portion
of Tracts A-1 cannot be acquired through private negoti-
' ation. Tract A-1 is that property located at 807 E. 7th Street
which is currently improved with a one-story commercial
building owned by Margaret Lee and et al .��.

that it will be able to secure co�it�ents to redevelop the site
from other commercial entities.
