City Attny/JTH , , Council Resolution Presented By �. -�'�� Referred To Committee: Date Out of Committee By Date RESOLUTION APPROVING PROPERTY ACQUISITION IN SELBY AVENUE AREA OF THE NEW HOUSING AND BLIGHTED LANDS DEVELOPMENT PROJECT, DISTRICT 8 WHEREAS, by Resolution No. 81-6/3-12 adopted June 3, 1981, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (HRA) adopted a Redevelopment Plan for the New Housing and Blighted Lands Development Project, which Plan and Project undertaking were approved by the City Council by Resolution CF " 276969 adopted June 9, 1981; and WHEREAS, with financing from the Minneapolis-Saint Paul Family Housing Fund, from Port Authority and HRA Industrial Revenue Bond Issues and from an Urban Development Action Grant (UDAG) , the Selby Avenue Area of the New Housing and Blighted Lands Development Project (Project) is being developed with 44 condominium housing units (Blair House) and 34,000 square feet of ancillary retail commercial space through renovation of the vacant Angus Hotel building and with 90 rental housing units and 30,000 square feet of ancillary retail commercial space through new construction called Hill Plaza South undertaken on blighted property acquired and cleared by HRA; and WHEREA5, it appears that additional property acquisition is necessary to meet parking requirements for Albion Market and Hill Plaza South developments, and to carry out the Selby Avenue Area of the Project; and WHEREAS, by its Resolution No. 82-8/26-1 adopted August 26, 1982 , the HRA has determined that Parcels 129-1 located at 361 Selby Avenue and 138-1 located at 442 Selby Avenue are blighted COU[VCILMEN Requested by Department of: Yeas Nays �, . The Plan, along with the creation of a Tax Increment Financing District for carrying-out certain activities, was approved by the City Council in June, 1981. The basic purpose of this Project Area and Plan is to provide and increase housing units for persons of low and moderate income families. � Acquisition of 408 Selby, along with three (3) other pr.operties on Selby Avenue (400, 414 and 422 Selby, previously approved for acquisition) has been completed and demolition of the existing structures is currently underway. Delivery of the site, along with con- struction commencement is scheduled for September 20, 1982. PED/HRA has received approval of a $1.5 million U.D.A.G. for this commercial/residential project. The proposed development includes restoration of Blair House, construction of r 30,000 sq./ft. of retail space with 90 rental units aboveo The U.D.A.G. also provides for the purchase of land and construction of two parking lots to service this development area. Acquisition costs and improvement costs will be funded from the U.D.A.G. , to be rei,mbursed by the developer through a pay-back agreement. -1- � _ ,a� � �������^ ti � .� ' In reviewing the two (2) properties for possible acquisition, (two (2) vacant gas stations�, -� staff has had preliminary appraisals done, established relocation and demolition costs, and , estimates that $100,000 will be sufficient to cover costs involved with the acquisition of this property. It is staff's recommendatian that we proceed witYi the acquisition of these parcels , utilizing Tax Levy Funds (Developer Assistance) , to be reimbursed �rom U.D.A.G proceeds when available (November, 1982) .
