RESOLUTION APPROVING PROPERTY ACQUISITION
IN SELBY AVENUE AREA OF THE NEW HOUSING AND
BLIGHTED LANDS DEVELOPMENT PROJECT, DISTRICT 8
WHEREAS, by Resolution No. 81-6/3-12 adopted June 3, 1981, the
Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota (HRA) adopted a Redevelopment Plan for the New Housing
and Blighted Lands Development Project, which Plan and Project
undertaking were approved by the City Council by Resolution CF
" 276969 adopted June 9, 1981; and
WHEREAS, with financing from the Minneapolis-Saint Paul Family
Housing Fund, from Port Authority and HRA Industrial Revenue Bond
Issues and from an Urban Development Action Grant (UDAG) , the
Selby Avenue Area of the New Housing and Blighted Lands Development
Project (Project) is being developed with 44 condominium housing
units (Blair House) and 34,000 square feet of ancillary retail
commercial space through renovation of the vacant Angus Hotel
building and with 90 rental housing units and 30,000 square feet
of ancillary retail commercial space through new construction
called Hill Plaza South undertaken on blighted property acquired
and cleared by HRA; and
WHEREA5, it appears that additional property acquisition is
necessary to meet parking requirements for Albion Market and Hill
Plaza South developments, and to carry out the Selby Avenue Area
of the Project; and
WHEREAS, by its Resolution No. 82-8/26-1 adopted August 26,
1982 , the HRA has determined that Parcels 129-1 located at 361
Selby Avenue and 138-1 located at 442 Selby Avenue are blighted

WHEREAS, the City Council conducted a public hearing upon
this proposed property acquisition on October 26 , 1982, now
therefore be it
RESOLVED by the Council of the City of Saint Paul after
hearing and considering the testimony offered by all parties
concerned and upon other relevant information within the
knowledge of the Council members, that the determination of
blight respecting Parcels 129-1 and 138-1 and the necessity
for their acquisition in order to carry out the Redevelopment
Plan and Project are hereby approved as reasonably made by the
HRA and the acquisition of said Parcels is hereby approved
from HRA to tax levy and UDAG funds .

and Redevelopment Plan, which included the above-noted property. The Plan, along with
the creation of a Tax Increment Financing District for carrying-out certain activities,
was approved by the City Council in June, 1981. The basic purpose of this Project Area
and Plan is to provide and increase housing units for persons of low and moderate income
families. �
Acquisition of 408 Selby, along with three (3) other pr.operties on Selby Avenue (400, 414
and 422 Selby, previously approved for acquisition) has been completed and demolition of
the existing structures is currently underway. Delivery of the site, along with con-
struction commencement is scheduled for September 20, 1982.
PED/HRA has received approval of a $1.5 million U.D.A.G. for this commercial/residential
project. The proposed development includes restoration of Blair House, construction of

30,000 sq./ft. of retail space with 90 rental units aboveo The U.D.A.G. also provides
for the purchase of land and construction of two parking lots to service this development
area. Acquisition costs and improvement costs will be funded from the U.D.A.G. , to be
rei,mbursed by the developer through a pay-back agreement.

' In reviewing the two (2) properties for possible acquisition, (two (2) vacant gas stations�,

staff has had preliminary appraisals done, established relocation and demolition costs, and ,
estimates that $100,000 will be sufficient to cover costs involved with the acquisition of
this property. It is staff's recommendatian that we proceed witYi the acquisition of these
parcels , utilizing Tax Levy Funds (Developer Assistance) , to be reimbursed �rom U.D.A.G
proceeds when available (November, 1982) .
Staff is requesting authorization to proceed with acquisition of Parcels 129-1 (361 Selby
Avenue) and 138-1 (442 Selby Avenue) in Summit-University District 8, by initiating a
Public Hearing to be held before City Council for their approval and subsequently pro�
ceeding with acquisition of said properties.
Staff recommends approval of the attached Resolution authorizing acquisition of Parcels
129-1 and 138-1 (3 . Selby and 442 Selby respectively) in Summit-University District 8.
The purchase price and all other costs incurred, not to exceed $1 00,000.00, are to be
expended from Tax Levy Fund (Developer Assistance) to be reimbursed from the U.D.A.G.

WHEREAS, on June 3, 1981, the Housing and Redevelopment Authority of the City of Saint
Paul, Minnesota (HRA) approved and adopted the Tew Housing and Blighted Lands Development
- Project and Redevelopment Plan; and '
WHEREAS, the Plan along with the creation of a Tax Increment Financing District for
carrying out these activities was approved by the City Council on June 9, 1981; and
WHEREAS, the basic purpose of this Project Area is to provide increased suitable
housing units, and revitalization of commercial and retail shops ti*ithin the Selby Avenue
Development Area; and .
WHEREAS, the :3ew Housing and Blighted Lands Development Project and Redevelopment Plan
identify the individual acquisition line items and allow for future public hearings to be
held concerning properties to be acquired as part of the said clearance and redevelopnent
area activity; and .
WHEREAS, acquisition of these properties was to be performed by the private sector
however, due to multiple ownership and financing problems by private individuals the
proposed project became infeasible without public assistance; and
WHEREAS, in order to accomplish the goals and objectives for i.ncreased suitable housing
units, it will be necessary for HR.A to proceed with acquisition of Parcels 129-1 and I39-1,
Summit-University District 8; and
Z+�iER�:AS, HRA has received ap�roval of a $1.5 million U.D.A.G. for this co�erc;_al/
residential project, proposed for restoration of Blair House, construction of 30,0�0 square

and
WHEREAS, acquisition of 400-422 Selby, represents the first phase of this development
and demolition of existing structures is currently underway, with delivery of the site,
along with construction commencement scheduled for September 20, 1982; and
WH$RE�S, the Board of Commissioners of the Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota, has reviewed staff recommendation for acquisition and
clearance of Parcels Number 129-1 (361 Selby) and 138-1 (442 Selby) , along witr. a request
to authorize scheduiing o£ a public hearing upon said acquisition before the Council of
the Gity of Saint PauL _
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the Cit}=
of Saint Paul, Minnesota, that the structures located on Parcels 129-1 and 138-1 are a
blighting influence for the area warranting clearance and that the acquisition of the
property is necessary to eliminate existing conditions of blight and nonconformance of use
and to carry out the 5elby Avenue Area of the New Housing and Blighted I.ands Development
Projecf, which area does not appear capable of redevelopment ti�ithout public assistance and
the sale for private redevelopment for parking use for the housing development and commer-
cial use at its value for such use in accordance with the Nek* Iiousing and Blighted Lands
Development Project and Plan. ,

FURTHER, BE IT RESOLVED that the Executive Director of the Housing and Redevelopment
Authority of the City of Saint Paul, Minnesota, is hereby authorized to schedule a public
�hearing before the Council of the City of Saint Paul, and to take all necessary actions
in connection therewith, including preparation, and publishing of required notices, all i
in accordance with applicable State and Federal laws 2nd the purpose of this Resolution. �
FII�ALLY, BE IT RESOLVED that upon approval and authorization of the Council of the
City of Saint Paul, after said public hearing upon the proposed acquisition, acquisition
of fee title to the property by the Housing and Redevelopu�.ent Authority of the City of
Saint Paul, Minnesota, is hereby approved and that Tak Levy Funds (Developer Assistance)
is to be utilized for the initial purchase to be reimbursed from the U.D.A.G. proceeds
in November, 1982. •

ISLAND AREA OF THE NEW HOUSING AND BLIGHTED LANDS
DEVELOPMENT PROJECT, PAYNE-PHALEN DISTRICT 5
W�IEREAS, by Resolution No. 81-6/3-12 the Housing and Redevelopment
Authority of the City of Saint Paul, Minnesota (HRA) adopted a Redevelopment
Plan for the P1ew Housing and Blighted Lands Development Project (Project)
which Plan and Project undertaking was approved by the City Council by
Resolution CF 276969 adopted June 9, 1981 and is now in effect within the
City of Saint Paul; and
WHEREAS, the Community Development Block Grant (CDBG) Program for
Year VIII heretofore approved by the City Council provides a $250,000 line
item for property acquisition in the Railroad Island Area of the Project,
and the HRA has identified 62 lots in eleven townships within the Railroad
Island Area designated as the Rivoli Street Bluff Site for acquisition
under the Project with CDBG financing in the estimated amount of $153,200;
and
WHEREAS, by its Resolution No. 82-9/23-2 adopted September 23, 1982,
the HRA, redetermined that the properties comprising the Rivoli Street
Bluff Site qualify for acquisition as blighted and underutilized lands
and requested City Council hearing and approval upon their proposed
acquisition; and
