WHEREAS, the Ramsey County Community Clinic Task Force has completed its meetings
and has made recommendations regarding the relationship between local government
and the community health clinics, and
WHEREAS, in the past the C�ty of St. Paul has funded, in part, five neighborhood
clinics and operated the Martin Luther King Health Center, now therefore be it
RESOLVED, that the City Council adopts the policy statements recommended by the
Task For�e:
I. Local government has a responsibility to assist its population to receive
quality clinical health services that meet identified needs of the
community effici.ently.
II, Local government has a responsibility to assure the provision of high
priority preventive health service in a clinical setting for the total
community.
III. Local government has a responsibility to assure the provision of primary
health caxe in a clinical setting for persons or community groups with
limited resources and/or difficulty in accessing the traditional system,
and be it further
RESOLVED, that the City Council agrees to review and develop an implementation plan
for the following actions suggested by the Task Force.
✓ 1. Creation of a joznt boaxd of health by the County Board and the City Council.
2. Confirmati.on that the Community Clinics are an important part of the health
delivery system in St. Paul and �tamsey County. ,
3. Acknowledgement of the role of the Community Health Services Advisory
Committee as the Advisory Board regarding the identification of health
needs and other policies related to the delivery of services through
community clinics.

✓ 4. Study by the joint boaxd of the possibility of coordinated and/or shared
services throughout the county.
5. Establishment of a quality assurance review process as a condition to receive
public funds.
6. Determination that the total contribution by the City Council and the County
Board for 1983 should not be less than 33 1/30 or more than 40% of the approved
clinic budgets.
7. Establishment of a purchase of service contract with the clinics for 1984.
8. Modification of reporting requirements to comply with needs related to the
funding process.

findings by March 1, 1983.
