WHEgEAS, the Civic Center Authority has previously communicated to the M or
and City Council the need to make structural repairs to the Civic Center Park g
Ramp; and
WHgREAS, the Mayor and the City Council have approved special state
legislation granting the city bonding authority to repair the ramp; and
WHEI2EAS, the private engineering firm of Breivik-Reigstad hired by the
Authority has recommended that the.necessary repairs be imple�ented in two .
construction phases; Phase I being the repur of the helixes estimated to cos
$500,000 and Phase II being resurfacing of various ramp levels estimated to st
$2,000,000; and
WHEREAS, the Long Range Capital Improvement Budget Committee recommended to
the Mayor and City Council on May 13, 1982, that the City issue general oblig tion
bonds for the ramp repair project provided that four conditions be met; and
WHEREAS, Civic Center Authority Resolution No. 2243 satisfies the condi 'ons
r�c:w�ui��i►Jc�cl uy 1:lie CID Conunittoe; and
WHEREAS, the City has not yet taken action to amend either the 1982 or 83
Capital Improvement Budget to provide �a permanent financing plan for the ram repair
project, because city staff is considering various financing alternatives wh h
include general obligation bonding, revenue bonding, and sale-lease back fin cing
options; and �
WHEREAS, the Civic Center Authority staff has worked with cit�• staff an the
Breivik-Reigstad engineering firm to prepare ramp repair plans and secure co -
struction bids for Phase I construction; and
wHEREAS, Phase I .construction bids were opened October 27, 1982, and t low
bid out of the six submitted was $707,500; and
WHgREAS, the Civic Center Authority deems it necessary to commence cons ruction
this fall in order to ma3ce needed ramp repairs without significant parking
revenue losses and to take advantage of low construction prices;

� NOW, THEREFORE, BE IT RESOLVED by the Civic Center Authority, that the following
recommendations are made to the Mayor and City Council of the City of Saint Paul:
1. That the City's 1983 CapitaT Improvement Budget be amended to include a spend g
plan for the repair of the Civic Center Parking Ramp which includes these estimat d
costs:
Reconstruction $2,500,000
Equipment 100,000
Engineering 140,000
Bond Sale Expense and Discounts 85,000
$2,825,000
2. That the City Finance, Management and Personnel Committee consider the
financing plan options for the ramp repair project along with the recommendation f
the Mayor, and that the Committee decide which financing plan is appropriate
3. That the City Council take appropriate action to implement a 1983 ramp repair
financing plan in time to obtain permanent financing by March 1983
4. That the City Council allow the award of the low bid for Phase I construction
as soon as possible with the understanding that the Civic Center Authority budget
can provide tem,porary cash financing of $707,500 through March 1983; and be it
FURTHER RESOLVED, that the Civic Center Authority estimates that an
undesignated fund balance of approximately $450,000 exists as being available for
use in any ramp repair financing plan option being considered by the City Council and
be it
FINALLY RESOLVED, that the priorities for the use of Civic Center Parkin Ramp
revenucs as identified in CC11 Resolution No. 2243 are reaffirmed.
