Levine � Referred To Committee: Date � I Out of Committee By Date � i �JHEREAS, the Metropolitan Council has drafted guidelines for Land Use ' Compatibility With Aircraft Noise, which, if approved and enacted, would guid communities in establishing land use and building controls to mitigate noise level emanating from aircraft using the region's airports; and i i WHEREAS, areas of the City of St. Paul are directly affected by excessiv�e noise levels generated by the use and operation of Minneapolis-St. Paul � International Airport and Downtown St. Paul ; and '; �JNEREAS, the City of St. Paul has historically contributed to efforts to control aircraft noise by all available means; and WHEREAS, the Council of the City of St. Paul recognizes that the Prefere' tial Runway System that currently is employed to direct aircraft to the least-sens'tive areas surrounding the Minneapolis-St. Paul International Airport is the most effective means of minimizing aircraft noise in St. Paul ; and WHEREAS, the guidelines drafted by the Metropolitan Council generally su port the continued reliance on the Preferential Runway System, despite the Council 's reservations about some provisions in the guidelines; so, therefore, be it � RESOLVED, that the Council of the City of St. Paul expresses its support in the intent and concept of the proposed land use compatibility guidelines; nd be it � i FURTHER RESOLVED, that the City Council requests the Metropolitan Counci to consider the following points about the guidelines to make them more effectiv : a) More emphasis should be put on controlling noise at the source, I or through operational procedures, especially at Downtown St. Paul j Airport. In fully-developed areas, such as St. Paul , land use ' control is the least effective and most costly means of controlling � noise. I It is the responsibility of the owners and users of the airports tol provide this assistance. " 1 c) It would be unacceptable to the City of St. Paul if the Metropolitar� Council were to alter the proposed guidelines in a fashion that � would promote additional housing opportunities (beyond what is j inferred by these guidelines) in northern Dakota County, or that � would otherwise threaten the viability of the Preferential Runway � System; and be it � ; FINALLY RESOLUED, that the City Council request the Mayor to forward th se comments and those of the staff and interested neighborhood organizations to the Metropolitan Council for its consideration.
