LIVABLE COMMIJNITIES DEMONSTRATION ACCOUNT:
NORTH QUADRANT URBAN VILLAGE AND
URBAN VILLAGE ZONING REGULATIONS
WHEREAS, the City Council, by Resolution 99-950, authorized the Director of the Department of Planning
and Economic Development to apply to the Metropolitan Council for Livable Communities Demonstration
Account funding for two development and two plamiing projects, including the "North Quadrant Urban
Village" and "Urban Village Zoning Regulations," and to execute such agreements as are necessary to
implement the funded projects; and
WHEREAS, the "North Quadrant Urban Village" project was approved for $960,000 in Livable Communities
funding by the Metropolitan Council in December 1999; and
WHEREAS, the "Urban Village Zoning Regulations" study was approved for $50,000 in Livable
Communities funding by the Metropolitan Council in December 1999; and
WHEREAS, the "North Quadrant Urban Village" project will provide funding for public unprovements in the
North Quadrant, to complement private inveshnent in the new neighborhood; and
WHEREAS, the "Urban Village Zoning Regulations" study will a11ow the City to explore regulatory
techniques to f�uther the goals of the Livable Communities program; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby
certify that $1,010,000 in funds are available for appropriation in excess of those estimated in the 2000
budget and recommends the following changes to the 2000 budget:
