Resolution Presented By • Referred To Committee: Date Out of Committee By Date WHEREAS, Kurt Schwichtenberg and John McQuillan have applied for building permits to move two existing houses to 302 Exchange Street and to construct a carriage house and garages at 302 Exchange Street; and WHEREAS, Acting pursuant to Chapter 73 of the Saint Paul Legislative Code, the building permit applications were reviewed by the Saint Paul Heritage Preservation Commission for the purpose of determining whether the proposed development was consistent with the Irvine Park Heritage Preservation Program; and WHEREAS, The Heritage Preservation Comznission by its Reso- lution No. 273 adopted August 12, 1982, approved the issuance of the building permits based upon the following findings of fact: (1) The eight proposed garages along the alley at the rear of the site will not adversely affect vehicular circulation. (2) The proposed setback requirements are in compliance with New Construction Guideline V (Site) . (3) The proposed carriage house is approximately 30 feet high. In this respect, it conforms to New Construction Guideline I (Massing) . However, the proposed structure does not relate in massing to the surrounding neighborhood buildings as outlined in the New Construction Guidelines. (4) The design of the carriage house was arrived at in cooperation with the Historial Resources Committee of the American Institute of Architects. Guideline I (Masonary and Foundations) . WHEREAS, Acting pursuant to Section 73. 07 (8) Lois M. Geiwitz appealed the Heritage Preservation Commission ruling to the City Council and the City Council having held a public hearing on November 4, 1982 for the purpose of considering the actions of the Heritage Preservation Commission and the grounds for appeal as stated by Lois M. Geiwitz, does hereby RESOLVE, That the Council of the City of Saint Paul does hereby affirm the decision of the Heritage Preservation Commission in this matter and does hereby concur in the findings made and determined by said Coznmission; and, be it FURTHER RESOLVED, That the appeal of Lois M. Geiwitz be and is hereby denied; and, be it FURTHER RESOLVED, That the City Clerk shall mail a copy of this resolution to Lois M.
