WHEREAS, The City of Saint Paul under the provisions of the
Public Employees Labor Relations Act of 1971, as a�nended, is re-
quired to meet and negotiate with public employees in appropriate
bargaining units and provide for written agreements evidencing the
result of such bargaining; and
WHEREAS, The City has engaged and designated the City Negoti-
ator to implement provisions of said law through collective
bargaining; and
WHEREAS, The City Council recognizes that due to the difficulty
of establishing negotiation with all of the appropriate bargaining
units for wage and salary rates, fringe benefits and working
conditions, some delay znay result before final contracts will be
passed upon reflecting the Council ' s determination as to what
constitutes appropriate agree�nents with these employee units; now,
therefore, be it
RESOLVED, That the Cit�� rlegotiator is hereby granted authority
to negotiate and recommend settlements for the year of 1983 by
which all wages, fringe benefits and additions to working conditions
may be effective on a date set by the Council when implementing the
recommendations or contracts; and, be it
FINALLY RESOLVED, That any arbitration awards in regard to
negotiations for contracts with these units for the year of 1983
may �nake all wages, fringe benefits or additions to working
conditions effective as of a date set by the Council in said
contracts formed because of said awards.

Re: Retroactivity Resolution for Collective Bargaining
Agreements.
Dear Councilman Scheibel:
Pursuant to your request of January 11, 1983 regarding the above-
captioned matter, I have prepared a resolution which will cover
the retroactive aspect of collective bargaining agreements entered
into during the present calendar year.
