WHEREAS, the City, through its de signated repre sentative s, has met
and confe rred in orde r to e stabli sh the te rms and conditions of employment
for the calendar years of 1982 and 1g83 for such personnel as are set forth
in the "Memorandum of Understanding"; and
RESOLVED, that the "Memorandum of Understanding" cited above,
dated as of the effecti.ve date of this Resolution, on file in the office of the
City Clerk, is hereby approved, and the authorized administrative officials
of the City are hereby authorized and directed to execute said "Memorandum
of Understanding" on behalf of the City.

This resolution approves a revision of a 1982-1g83 Memorandurn of iUnderstanding applicable
to the stage employees at the Civic Center. The only change in this revision from the
original is the addition of the title of Rigger and a rate of pay for this new title. The original
Memorandum was approved on January 19, 1982 under C.F. #278031.
Employees hired as Riggers are hired as temporary employees only when certain Civic
Center event$ require their services.
Financial , �udgetary and Personnel Impacts Anticipated:
None. The cost of a,ny required Riggers is passed on to the promoter of the event.

MEMORANDUAI OF UNDERSTANDING
A. This section of the Memorandum of Understanding shall apply to the Civic
Center Stage Employees holding the following titles: e
Grips
Head Flyman '
Lamp Operator
Propertyman
Rigger
Stage Carpenter
Stage Electrician
1. The rates of pay applicable to the titles above shall be as shown
below:

2. When an employee is called to work he/she shall receive two hours'
pay if not put to work. If he/she is called to work and commences
work, he/she shall be guaranteed four hours' pay. These provisions,
however, shall not be effective when work is unable to proceed
because of adverse weather conditions; nor shall these provisions
apply to temporary or emergency employees nor to employees employed
under any of the titles listed under the heading "Special Employ-
ments"; nor to any person whose regularly scheduled workday is less
than four hours.
3. Hourly services rendered by employees in the titles listed above
between 12:00 midnight and 8:00 a.m. shall be compensated at the
rate of two times the regular hourly rate.

• B. This section of the Memorandum of ilnderstanding shall apply to the
employees of the City of Saint Paul employed in the title of Stage
Technician.
The empl�yees employed in the aforementioned title shall receive the

following salary and fringe improvements:
l. (�ages: Effective December 25, 1982, a salary increase of 7.5�
Qseven and one-half percent) .
2. The Employer will provide for employees who retire after the time
of approval of this Memorandum and until such employees reach sixty-
;five (65) years of age such health insurance benefits and li�e
�.nsurance benefits as are provided by the Employer for such employees.
;In order to be eligible for the benefits under tiiis early retiree
___'provision, the employee must:
2.1 Be receiving benefits from a Public Employee Retirement Act.
2.2 Have severed his relationship with the City of Saint Paul under
one of the early retiree plans.
3. Effecti�e October 1, 1982, for each eligible employee covered by this
Agreement who selects Group Health insurance coverage, the Employer
agrees to contribute the cost of such coverage or $52.36 per month,
whichever is less. In addition, for each employee who selects Group
_ Health dependent's coverage, the Emp.loyer will contribute the cost
of such dependent's coverage of $86.08 per month, whichever is less.
4. Effective October 1, 1982, for each eligible employee covered by this
Agreement who selects Coordinated Health Care, the Employer agrees to
contribute the cost of such coverage or $65.10 per month, whichever
is less. In addition, for each employee who selects Coordinated Health
Care dependent's coverage, The Employer will contribute the cost of
such dependent's coverage or $114.10 per month, whichever is less.
5. Effective October 1, 1982, for each eligible employee covered by this
Agreement who selects the Share insurance coverage, the Employer agrees
to contribute the cost of such coverage or $50.67 per month, whichever
is less. In addition, for each employee who selects the Share dependent's
coverage, the .Employer will contribute the cost of such dependent's
coverage or $96.56 per month, whichever is less.
6. Effective October 1, 1982, for each eligible employee covered by this
Agreement who selects Blue Cross-Blue Shiel.� insurance coverage, the
Employer agrees to contribute the cost of such coverage or $87.06
per month, whichever is 1ess. In addition, for each employee who
selects Blue Cross-Blue Shield dependent's coverage, the Employer will
contribute the cost of such dependent's coverage of $193.26 per month
whichever is less.

7. Effective October 1, 1982, for each e�.igible employee covered by this
Agreement who selects HMO-Minnesota insurance coverage, the Employer
agrees to contribute the cost of such coverage of $62.75 per month,
whichever is less. In addition, for each employee who selects the
HMO-Minnesota dependent's coverage, the Employer will contribute the
cost of such dependent's coverage or $141.88 per month, whichever is
less. �
8. The Employer agrees to contribute the cost for $5,000 of Liferinsurance
coverage for each employee who is eligible for such coverage of $2.07
per month, whichever amount is less.
9. The contributions indicated in items 3 thru 8 shall be paid to the
,Employer's group health and welfare plan.
10. Effective October 1, 1983, the amount of the Employer�s contribution
t,oward employee coverages in items 3 thru 8 will be adjusted in dollars
to reflect the cost of the October 1, 1983 premium rates for the
_ respective employee coverages.
11. Effective October 1, 1983, the amount of the Employer's contribution
toward dependent coverage in items 3 thru 8 above shall be ad3usted to
reflect the October, 1982 premium plus seventy-five percent (75�) of
� the October 1, 1983 increase in the premium rates for the respective
dependent coverages.
12. Effective December 31, 1983, the Employer's contribution toward employee
and dependent coverages shall be adjusted back to the respective aaounts
_ which were in effect on September 30, 1983. The amount of the Employer's
Contribution taward employee and dependent insurance coverage in 1984
will be negotiated.
