Counc ' Reso ution r r Presented By � Referred To Committee: Date Out of Committee By Date WHEREAS, the Mayor and City Council of Saint Paul have made a commitment to solve sewer backup problems in the St. Anthony Hill Area, and WHEREAS, Council File No. 277994, approved January 14, 1982, directed the Department of Public Works to delay for not more than one year the second half of the St. Anthony Hill Sewer Project (Phases III and IV) so that actual measurements of rainfall and corresponding sewer capacity could be taken to more accurately determine the relief provided the lower eastern service area by the sewers constructed in the higher western service area, so that less costly design alternatives could be considered, and WHEREAS, the Departrnent of Public Works has monitored the existing sewer system during the past year and has prepared the ST. ANTHONY HILL WESTERN AVENUE DRAINAGE AREA STUDY which indicates the severe sewer capacity problems that existed before, do in fact, still exist, and WHEREAS, the study recommends that the second half of the St. Anthony Hill Storm Sewer System be constructed and that Alternate "A" as described in the study is the most desireable alternate for relief of the St. Anthony Hill Area, NOW THEREFORE BE IT RESOLVED, that the Department of Public Works ST. ANTHONY HILL WESTERN AVENUE DRAINAGE AREA STUDY is duly noted, and BE IT FURTHER RESOLVED that the Mayor and the City Council hereby approve Alternate "A" as the design concept and do hereby authorize the Department of Public Works to proceed with the improvement as scheduled in the study, and BE IT FINALLY RESOLVED that the Mayor and the City Council do hereby recommend that the costs for Phases III and IV of the St. Anthony Hill Sewer Project be financed as approved in the 1983 Capital Improvement Budget. Financial , Budgetary and Personnel Impacts Anticipated: The estimated cost of Alternate "A" is $14.3 million. Alternate "A" will be divided into two phases. Phase III construction in 1983 and 1984 of a deep stormwater tunnel will cost $8,940,000 and Phase IV construction in 1984 of shallow open cut sewers will cost $5,370,000.
